The industrial cluster is one of the new types of organizations known from traditional enterprise organizations pattern, which has the superiority of the scale economy of the large enterprises and the flexibility of the medium and small sized enterprises, in a large part conquering the fault of the large enterprises illness and the medium and small sized enterprises restricting themselves development. After 1970's, springing up speedily in the world, the industrial cluster, as a new economic geographical phenomenon, played an irreplaceable role in exerting the regional comparative dominance, accumulating capital, technology and person with ability and boosting the regional competitiveness.Viewing from theory and practice, the industrial cluster is an important carrier advancing regional and industrial competitiveness and creativeness. Basing on the requirement of developing the city cluster and constructing the Big Jinhua, Jinhua City is energetically exerting the strategy of industry intensifying city in order to build an advanced manufacturing base in south of Shanghai economic region. Cultivating the industrial cluster is the objective law of industrial development, the inexorable trend of economic development, and also the effective approach and significant strategic measure of upgrading the industrial and the regional competitiveness in Jinhua.Starting with the theory of industrial cluster, this thesis puts forward strategic countermeasure suggestions for the future development of Jinhua industrial cluster and provides valuable reference for government decision through deeply research on the history and the actuality of Jinhua industrial cluster.
