The Research On Performance Auditing Of The Government Student Loans

A lot of extensive research on basic theories of the definition, functions, scope, methods and procedures of performance auditing has been done in China since the Performance Auditing concept was first introduced to our country in the late 1980s. China National Audit Office states clearly in its five-year plan that the system of performance auditing methods will be established initially in 2010 to fit for the practical situation of China. At present, the system includes basic theory and practical research of performance auditing, involving various industries and fields. Finance is one of those industries but the related practical research of which is substantive little. Therefore, making some research on performance auditing of the government student loans is of great significance to find a way to study the performance auditing of financial industry.This article starts with discussion of the theoretical foundation of performance auditing of the government student loans ,and explains the definition according to specific conditions of the government student loans, and reveals its characteristics by compared with the traditional financial audit. Based on our research, we find the principles of setting up standards of performance auditing, and design a series of evaluation indicators and standards of performance auditing of the government student loans combining the characteristics of the loans and the conclusions of the survey on 10 colleges' loans. According to our standards, we find that the performance of the government student loans should be done much better than now and we also give some suggestions on how to arrive that aim. Our research is of instructive significance not only to performance auditing of the government student loans, but also to performance auditing of other policy loans.
