The Research On Enterprise Operating Mechanism Reform Of Institute Of Bast Fiber Crops, Chinese Academy Of Agricultural Sciences

With the acceleration of global knowledge-based economy and economic integration, the competition become more and more fiercely among the Agricultural research units. The volatile external environment is also bound to bring fierce impacts to Institute of Bast Fiber Crops, Chinese Academy of Agricultural Sciences. The crisis of survival and development continues to emerge. To some extent speaking, it is normal and inevitable to encounter setbacks and crises in the process of operation and development for the Institute. The crisis is a universal phenomenon in the survival and development of the agricultural scientific research units. Therefore, building enterprise operating mechanisms and seeking the right market position will become the attentive key in the units'reform.Financial, marketing, public relation and human resources management issues are more easy to lay store by business operators and managers, but the issues of operating mechanism for conversion of agricultural research institutions into enterprises has not given sufficient attention. In fact, the majority problems of all agricultural research institutions are caused by their internal operational mechanism. Therefore, the operating mechanism of enterprise conversion is the key factor for winning from market competition of agricultural scientific research units, and the foundation for facing risk of all enterprises. Forever, so, building an enterprise operating mechanism of the agricultural research units should be given due attention.In this paper, by reviewing the course of China's scientific and technological system innovation and the management practice of the Institute for the past 50 years, it finds out the strengths and weakness of the present operating mechanism and gives the ideas of enterprises operating mechanism reform to the units. According to the theory of commercialized operation, The paper points out that the key of enterprise operating mechanism of the Institute should focus on the difficulties of exploring for conversion enterprises and the method of break through the difficulties, and the reasons for the difficulties from conversion enterprises. In the respect of building enterprise operational mechanism, it gives the direction, principal, objective, methods and optional models of the reform. It also gives the scheme of execution. In the end, the paper tells how to keep the newly built enterprise operating mechanism work efficiently.
