To work out the practical scientific systematic plan , it is needed to clearly master the existing development level of the science and technology in every area , and to thoroughly know the differences of different areas and to analysis the reasons how it occurs, which can guaranteed scientific quality of plan, strategy and measures.However, since the elements that affect the science and technology development level are numerous, the present state of the science and technology developing in every area is difficult to be identified merely by the experience and the target data that is directly counted. For this reason, the essay means to research the evaluation methods of the development level of the Chinese area science and technology and the concrete evaluation.First, this paper improves the gray correlative analysis, calculates relevancy evaluation pointing to target - object sequence, and establishes the target relevancy evaluation matrix, and proposes one kind of new means of certain target weight based on relevancy evaluation matrix . Second, the paper alculates target weight vector by using improved gray correlative analysis and fuzzy comprehensive assessment, sets up the single layer gray correlation-fuzzy evaluation model. In this way propose a new multilayer gray correlation-fuzzy evaluation model. And intercepts various provinces and cities in 2005 the annual data of main technical target, forms certain target - object sequence and the object -target sequence (object refers to province). Establishes two layer target system of the Chinese region science and technology development synthetic evaluation. Uses the multilayer gray correlation-fuzzy evaluation model compute the value of the various local technical integrated development level. In the end, the paper studies and analysis the local technical integrated development level based on the evaluation model results. Science and technology resource, high and new technology, and science and technology outcome, et al. aspects are concluded. Then countermeasures and suggestions against how to improve local science and technology level are promated based on the analysis results.The paper bases on the statistical analysis angle, used quantitative analysis method and qualitative analysis method, the quantitative analysis method primarily. The theory and establish method of multilayer gray correlation-fuzzy evaluation model has studied. And through the 31 provinces and cities in China real diagnosis research have proven the scientific nature and the reliability of this model. The new Evaluative model has the important application value for evaluating the region science and technology level of development.
