The bankruptcy of new century finance in April 2007which is the US second big secondary mortgage loan company symbolized the eruption of American secondary mortgage loan crisis .The crisis directly has caused more than 80 secondary mortgage loan companies including new century finance in the entire America to announce to close down their business so far ,but also has caused the whole world main capital market including the stock market, the bond market ,the future or oil market so on to fall largely. Simultaneously it alarms china whose house prices are increasing fast and whose individual housing loan scale is going to be huge .It is a significant topic for practice worker and theorist to effectively guard against and control its housing credit risk to maintain commercial bank's steady operating while developing individual housing loan.The author takes the above topic as his research object, using credit risk general theory, adding to our country individual housing credit risk analysis, and point the importance and the urgency of management individual housing loan credit risk. After having a widespread elaboration developed countries' experiences of individual housing loan credit risk management, the author summarizes them to give our country the enlightenments. Finally, under the credit risk management theory instruction ,considering international experiences, the author proposes three big countermeasures against individual housing loan credit risk.: Before the loan the commercial bank should conduct the investigation and study over housing markets and loan markets to maintain the careful involvement; during the loan it should strictly examine and appraise carefully to choose the lender; after the loan it should implement various risk-diverting measures and establish the system of provision against the risk. .It waits for the necessary reform measures to make three countermeasures effectively implement. Therefore, in the last part of this article the author emphasizes that the commercial bank should cooperate with the central bank , the bank supervising departments , government, justice and intermediary organs to build the fast barrier against individual housing loan credit risk.
