The Actuality, Problem And Countermeasure Of Losing-land Peasants' Social Pension Insurance Of Shaanxi Province

This paper uses the marx's theory on land, supply and demand theory of land, and introduces basis of legal principle of land expropriation. According to the marx's theory on land, the value-added profit of land requisition should be allocated between the collective and country. As the value-added profit of land requisition increased continuously, there is some material foundation to solve the problem of losing-land peasants' social pension insurance. There is still some missing phenomenon in Losing-land peasants' social pension insurance of Shaanxi province, fund raising lacks rationality and stability, the level payment of insurance is low, actuarial theory is insufficient, losing-land peasants lack trust in current system, management system is not perfect. After analysis the missing phenomenon of shaanxi Losing-land peasants' social pension insurance and summarizing experience of domestic developed area, this paper proposes the mode of shaanxi Losing-land peasants' social pension insurance, adopt the corresponding measures according to the different ages, reconstruct responsibility of participation subject ,insist on diversification of source of funds of basic old-age insurance system, take land transfer rent as the main source of the government financing, let overall social planning and individual account managed by different institutions, combine governmental fund management with quasi-government fund management of social security, improving yield of investment.
