| Since the early 1980s, "zone economy" which began to take hold in China is developing rapidly and has a good momentum of development with the accelerated pace of reform and opening policy. Regional economic competition is becoming increasingly fierce. "Zone economy" has become the main means of promoting China's economic and social development.The history of development of our industrial parks tells us: for a long period, because of the planned economic system and the subjective and objective reasons, the development of the majority industrial parks are subject to the government-driven. The government is directly involved in the collocation of the market resources of the industrial parks, as a versatile role. The existence of this kind of park development model has its specific historical background and it is functioned during the early stage of development of industrial park, as well as in the establishment and development stage, playing a significant positive role. The role's restructuring of local government is an inevitable requirement for further development. But with the improving of the market economic system continuously, deepening of China's reform and opening up, and maturing of the industrial park's development, the drawbacks of the model become more and more obvious. The model lead to a distortion of government functions and alienation; affected the change of government functions; limited the sustained and healthy economic development of the park. China's market economic system is becoming more and more perfect. Government , as the main role, to promote the development of industrial parks which fuctioned under the planned economic system can not meet the requirement of China's economic development. During the park's development, local governments should be the proper role of re-positioning, who can further understand the basic functions of the development of the industrial park, clearly understand the principles and ways of changing and reconstruction the role of local government. In the development of industrial parks, local governments should adopt innovative mode of operation of the park, and the integration of rational resource allocation, enhance the park and the public service function, raise the level of the park's service, innovative park management mechanism, improving the efficiency and management initiatives to strengthen internal management and functional innovation park. Through the strengthening of government control and regulation, develope the social intermediary service organizations to further strengthen local government regulation, regulatory and service functions. In a word, local governments should restructure the role from "principal" to "dominant", to promote economic zones well fast development. |
