The scientific and technical community formed on the natural sciences, technological sciences, engineering and related scientific disciplines in our country, its function is to promote the development of science and technology, academic prosperity and science popularization. The scientific and technical community can't adapt the current situation in the organizational system, operating mechanism, activities, and internal management, because the changing of the system of economy and politic and technique, which impact on the role played and the further development. The reason have mostly two aspects, include the macro environment and policy during the transition process and their own weaknesses and shortcomings.This paper is based on the purposes of promoting the development healthily of the scientific and technical community, Reference the development history and rule of the scientific and technical community. contrast Experience of the s scientific and technical community in other country. Analysis the existing problems and improving the countermeasures The research methods include anglicizing the literature, social surveys and contrast analysis in this paper.In this paper, the main line of researching is about the development of scientific and technical community, the key point was analysis the existing problem and countermeasure, the frame as follows: Firstly ,the development history of Chinese scientific and technical community, and a summary of technology societies in the development process is followed in the three characteristics of a universal regularity. Secondly, pointing out the four major issues about the development of science and technology associations ,and seeking the reasons from the macro-level, meso-level and micro-level.Among above, from the macro-level, introduced by organizational resources theory, the current situation of scientific and technical community, the driving force of development mechanism on science and technology, and the current status of societies are analyzed .From meso-level, the analysis of those not perfect for the development of scientific and technical community in the management system and the existing regulations is given. At the micro- level, the defects of the scientific and technical community's own value system, basic beliefs and cultural organizations are analyzed.The third part, the proposed countermeasures for the government and scientific and technical community is given which is based on the analysis of the problems and causes, with the respect of the government and the community respectively. Finally, it is expected that above suggestions and ideas could be put into effect and promote the development of the scientific and technical community, it can play greater roles in our society in the future.
