The Research Of The Local Gas Industry And Government Supervision

Our country take measures to encourage the foreign capital participate in the city and town gas constuction though varietes of forms such as individual proprietorship, cooperation or joint venture etc.The across-region and across-profession jioning the management of the gases is allowed.The government has opened this gas market overall,and gas,this big cake has been divided by domestic and international business enterprise,firstly they will open these more developped capital cities,and then they will open the county gas industry,which is less flourising but more monopolized.Tengzhou city is one of those counties.Tengzhou is a county-level city,and it's gas industry faces many problems:funds bottleneck,price,personnel,safety,lack of motive power,which restrict the healthy development of the gas industry in these areas.How to come out of the predicament,how to reform successfully have been an important issue which need prompt settlement.This thesis use the method of investigation and empirical study,and will inquire into how Tengzhou reform their gas industry and finally find the countermeasure,and from this case,I will draw a conclusion about this topic.This thesis is divided into five parts:in the first part I have introduced some theories about this topic,the research way and approch,the creative point of this thesis and difficulties;the second part I expound the backgroud,the process of the gas reform in our country,and also the present sitiation of the gas market,pointing out the inevitability and the direction of the reform,analyzing the problems which appeared in the policy-pactice of the gas reform,this could be provided for the government for reference;in the third part,in order to expound the value of the gas reform and the government supervision,I choose the place Yanzhou where I have worked at for many years for example,and from the analsis of the predicament in Yanzhou gas reform,I put forward several advice,from three aspects:reform of gas enterprises,the market structure reorganization and government supervision,with which govermnent could come out of predicament.In the end,I will put forward my thinkings about how to reform the local gas industry,how to change the role of the government,and the range and the content of the government supervision.
