Industry Cluster Theory, as the forefront of regional economics research results, is one of the most important theories promoting the regional economic development. And it increasingly becomes the focus of researchers and policy makers in the world. As a special economic organization between enterprises and the market, the development of Industry Cluster is a gradual process of evolution. It has a process of evolution from the individuals to groups, by the accumulation of quantitative to qualitative in the process. For a long time, people relish in the industrial cluster that has demonstrated competitive advantages, and think it is a synonym as the prosperity of regional economics. Some of them even considered the enterprises gathering as a "panacea" for the economic growth. However, the reality shows that more and more clusters are being in a tight corner or even declining, which exerts great influence on the sustainable development of regional econom. In view of this situation, inquiring industrial clusters' dynamic mechanisms for the development and the evolution model, exploring the effective ways of the competitiveness of the industrial cluster promation, are very important for promoting the regional sustainable economic development. Moreover, it is of great theoretical and practical significance.First, on the basis of reviewing the relevant research results at home and abroad, this dissertation set out its own research ideas, basic framework, and main methods. Then it defined the connotation of industrial clusters to analysis some basic principles of industrial cluster. By commenting the main viewpoints of scholars both at home and abroad, it carded the general mechanism of Evolution of the Industrial Cluster, compared different stages of evolution with the basic characteristics, and noted the insufficiency of current study.Second, this dissertation built a new dynamic mechanism of cluster evolution model through extensively reading materials about the dynamic mechanism of industrial cluster, highly summarizing, and carefully refining. The model consists of four components: the core layer driving force, inside layers of interaction force, outside layers impetus and the pressure of competitors. Various elements closely linked to promote the evolution of clusters.Third, this dissertation expounded the development of the industrial cluster and its evolution models. After a brief review of the evolution by a single cluster evolution of the content, this paper researched from the common phenomenon of industrial development isomorphism relatively in neighboring regions of Zhejiang Province. We gave an evolution model which based on the neighboring areas closely interaction between industry clusters, which we called "neighboring clusters". And then gave specific descriptions of its concept, evolutionary mechanisms, and the effections of evolution. The results show that, by comparison with a single cluster the significant difference with neighboring clusters evolution of the mechanism were mainly due to the existence of interaction in the neighboring regions. It emerged several different effects,such as stratification effects of the market, space squeeze effect, industry transfer effect and so on. Finally, by combining different types of the common characteristics of industrial clusters, we revealed its evolution of the four different models: the development-model, the transfer-model, the stagnation-model and the decay-model,and analyzed the main characteristics of their multi-angle by using cases.Forth, the present study took the neighboring sweater clusters of Puyuan and Honghe in Zhejiang Province as the case, making empirical analysis. Further more, it is proofed that during the adjacent geographical area, the same types of industrial cluster had different evolution mechanisms. Therefore, this dissertation gave some useful thought and enlightenment for the sustainable development of clusters.Last but not least, based on four different evolutionary models, this dissertation proposed some recommendations and countermeasures to promote the sustainable development of industrial clusters.
