Research On The Strategies In Dalian's Software Outsourcing To Japan

As the global software industry boomed, the export of the software in China has increased a lot because of the speedy increase of Sino-Japan IT outsourcing service. Dalian, as the only internationalized demonstration city of software industry in china, is becoming more and more internationalized in market, corporation and human resources. Playing the strategic role as the bridge and door of Sino-Japan software industry, Dalian is moving forward to being the Information Center of North Asia steadily.As the development of Dalian's software outsourcing industry to Japan, some problems have emerged which restricted the further development of the software outsourcing market toward Japan. This paper is written to research the development of Dalian's software outsourcing industry to Japan through the application of theories related to resource outsourcing. Knowing the industry and market by consulting the related material, investigating on line and interviewing the project managers of software enterprises, the paper first illustrated the theory of outsourcing, analyzing the outsourcing formation theoretically; then made a comparative study of outsourcing development in each country, defined the characteristics of international software outsourcing development; then illustrated the current situation of Dalian's software outsourcing market toward Japan and summarized the existing problems including the bottleneck of the development of the enterprise caused by the shortage of fund; the small size of software enterprise lacking of competition in the international market; the price war leading to the disruption of the market; the out balance of the talents in software outsourcing to Japan and the fewer technical content involved as well as the lower of the outsourcing industry. This paper also provided some strategies to solve the problems and feasible suggestions including developing the enterprise alliance, practicing the enterprise internal strength, perfecting quality safeguard system, improving cross region and cross-culture communication, molding the enterprise culture and customizing the software talents toward Japanese market via multi-channels, etc. This paper also provided some related suggestions, which, hopefully, might be helpful for the development of software industry in Dalian and other cities.Through illustrating, analyzing and summarizing the problems and approaches, this paper made it clear that the software outsourcing involving fewer technical content is not ultimate objective of Dalian IT industry. The IT industries in Dalian need to use the managerial experience and the technologies accumulated in Japanese software service to increase their capacities, improve their levels, develop America outsourcing market and to research and produce software independently with domestic property right.
