This paper, arranged into five parts carried on a thorough research concerning agriculture and reclamation two-tier management pattern under land tenancy system, the principal-agent relations and so on.The second part is the basic theory involved in this research. Concepts of two-tier management pattern, the family rents, farmland property right system, land rent as well as large-scale management are introduced. Next comes the basis for the research theory concerned, mainly includes: First, land rent theory. Second, theory basis for the family rents management illustrated as the household undertaking management theory. Third, agricultural industrial production management theory.The third part discusses on the origin and the evolution of the two-tier management pattern which was obtained and approved gradually since 1983.The main problems and the respective analysis into the reasons within the land tenancy management discovered through this research are as follows presented in the fourth part of this dissertation: First is the state-owned farm management function in decrease. Second is the low net income per average agricultural person. Third being that the present land tenancy policy does not favor transfers the small farm to the long-term land investment enthusiasm.Countermeasures suggested from this research come as following in the last part of this paper: Firstly, implements on the commercialized restoration to the state-owned farm; Secondly, further consummates the farmland renting behavior; Thirdly is to promote divergences positively the agricultural labor force, expands the family farm scale of production moderately; Fourthly further adjusts the agricultural structure; and lastly, With an aim to promotion on main body multiplication formation of agriculture investment with an attempt to the limited-period renting of state-owned farmland.
