The competition of Standards is the competition of the interest, also the competition of market. Patents and standard has turned to the common game rules in international industry competition. Technology Standard Alliance has been the main form of enterprises taking part in Technology Standard competition. It has greatly impact on old society and economic system, also changed the traditional management style and stratagem conduct. The question that how does that happen is concerned by every stakeholder, this paper studies on technology standard alliance, a new organization pattern, from the perspective of value net. It will have important theoretic significance and actuality leading meaning for our enterprises to enhance the ability of independent innovation and promote industrial technological progress by understanding and using the alliance.Firstly, the paper describes the technology standard value net of hi-tech industry, investigates the marker, technology and product characters in hi-tech industry, analyze the essential factor's effect under that exterior condition and construct a model of value net, and then analyze the relationship between main bodies. The study points out that the characters of hi-tech industry determine the technology standard works as a essential factor.
