| "The scientific technology is developing so fast and dominates the future". Now the Chinese society has stepped into an important stage at which the scientific and technical innovations emerge continuously and also the time for economical structure adjustment is coming. As an important strategy for the country to face the future, "Construct an innovative country" began to enter the exercise stage. In such tremendous social background, the tobacco industry in China regarded as an organic composition part of national economics, has to face the problem on how to keep the endless motivation on scientific and technical innovation which is the key to maintain the development of whole industry continuously and healthily. This thesis starts from investigate on the historic progress and current situation of the technique innovation activities in tobacco industry, through analysis the social background of the innovation strategy, then discusses the feasibility and necessity of innovation strategy exerted in this industry and describes the framework of blue-plan with development direction of innovation strategy for the whole industry in coming future. The comprehensive analysis methods both from theoretical and empirical sides including complete literature reviews are integrated and utilized systematically in this thesis for deploying widely and deeply research under the instruction of technical innovation theory.This thesis consists of three parts shown as bellows: Part 1 is the theoretical part. It mainly introduces the origin and annotation of technical innovation theory. A briefly description is also given on the properties and options of the theory.Part 2 is to do background analysis on the technical innovation in China tobacco industry. Currently, the total technical level of China tobacco industry already has big improvement, in which the complete R&D system has been built. As China joins into WTO, a new historic age for "FCTC, Framework Convention on Tobacco Control" to formally initiate has come. The industry and companies are facing the drastic changes of international environment externally and also the increasing deepened reforms internally. To levitate the whole competent of China tobacco industry, to realize the stable development while keeping higher taxes and profits, the key for solving such contradiction and challenges is decided by how to choose the proper changing mode of economic rise and the levitation of the ability to innovate. Thus intrinsically and naturally a completely executed innovation strategy is becoming the compulsive option in all the China tobacco industries.Part 3 shows the detailed introduction on the construction framework of the technical innovation strategy in the future of China tobacco industry. The concepts and thinkings on working out the exit of the China tobacco innovation strategy is highly suggested to be focused on developing Chinese style cigarettes through enhancement of self-innovation and completion of the scientific and technical system, realizing break-through in several fields, utilizing patents, standards, brand strategy, actively promoting tobacco cultivation, tuning cigarette favors, characteristic fabrication, and reducing harms of tar etc strategic projects respectively. Thus, the tobacco technologies can be promoted to span and fast development. |
