The Research On Public Participation Of Enforcement In City Administration In China

Public participation, which is the significant point of public administration, are turning to be concerned. Economic diversification and political democratization has been improving people's self-determination in succession, leading to adopt people's benefits and appeals in city administration. Thereby, public participation is becoming an important measure for city governing.Combined with theories on new public administration, governing, new public service and public participation, the article discusses the theoretic grounds and its problems and reasons of public participation of enforcement in city administration, and brings forward the principles of public participation of enforcement in city administration in China on the basis of advanced experience in other countries. At last, it builds the system of public participation of enforcement in city administration through perfecting concerning laws, supplying technology supporting and enhancing people's will to participate the enforcement, and the mode called "enforcement under the sunshine", to make a nice circumstance to promote the interaction and cooperation between the enforcement in city administration department and the people.The article has four chapters:Chapter One is about the concepts and theories of public participation of enforcement in city administration. It defines what are city administration, public participation, administrative enforcement and administrative enforcement in city administration and introduce the theories of new public administration, governing, new public service and public participation, which provide important grounds for public participation of enforcement in city administration.Chapter Two analyzes the functions and location of public participation of enforcement in city administration. Administrative enforcement in city administration in China developed through three phases, but still has a lot of problems such as not perfect rules, single participational mode, insufficient interaction between parties and the people's weak participational will, and so on. The reasons behind it are two: the one is the laggard spirit of administrative department; the other is the absence of interactive participational mechanism which is effective enough.Chapter Three introduces the mode of public participation of enforcement in city administration in some other countries such as America, Germany and Singapore, providing valuable references from spirit, system and mode.Chapter Four puts forward a new system of public participation of enforcement in city administration in China. At first, three principles "people oriented", "publication" and "convenience" should be implemented; Secondly, the system of public participation of enforcement in city administration including law system, supporting system and human system should be built from concerning laws, technology supporting and people's will. At last, a new mode called "enforcement under the sunshine" would be constructed to make more interaction between multi-regulars, more agreement by the people and higher level of city administration.
