Product development gets special attention by more companies, which aim at the approach of new products to maintain steady development. Brought with"3C"(Customer,competition,Change) by economic globalization, the traditional organization model function-based can't meet the challenge for severe competition. Project management, as a new organizational model project-oriented, has been gradually applied in manufacturing industries in order to gain competitive advantages. Up to now it is less but important for relative research in manufacturing field. Many middle-small-sized domestic firms attempt to apply project management but failed in expected result, partial major reason was that an environment for successful product development had not been created.On analysis of major issue on project management and underlying cause in Tengda, the paper made detailed analysis and provided practical resolution for Tengda on creating the managing environment for successful project development in three key factors from organization restructuring, project operation process reengineering to collaborative communication management, based not only on concepts and principles of modern project management theoretically, but also on corporate's real situation. It ensures Tengda to have transition on development mode from function-based to project-oriented. The paper also summaries that implementation of project management of products development in a company depends mainly on successfully creating one managing environment suitable for project development, covered from corporate strategy, organization structure, project flow process, project team and communication channels etc.The article made further description on executing program of successful project management of Tengda's products development and useful reference accordingly. It shows that implementation of project management in manufacturing enterprises, is the comprehensive reflection on managing environment of whole organization with project team as well as the continuous improvement of corporate's management. Based on the research of Tengda's project management in the article, hopefully provide helpful reference to medium& small domestic enterprise.
