According to the WTO agreement in 2001, finance industry signing should be open all-round china (2006) after being protected for 5 years. Recent years, enormous reformation had been taking place in bank of China, financial policy continual readjustment and finance environment are also. To the end of 2006 year, the maximal three of state-owned banks , China Consruction Bank ,Bank of China and Industrial and Commercial Bank of China, had been the joint-stock companies listed consecutively. The other share-banks and the local bank are attracting the strategy investor for developing and expanding. With "Regulations of foreign bank management in china" promulgated in 2006, foreign bank can handle business with RMB all round China. Their mature financial products and the advanced administration pattern have extremely large threat to the bank of China. For resisting a foreign bank, the state-owned bank begin to have the investing business and others under policy supporting. The fund establishing by bank begins to operation. The bank is managing to enter other industry. Meanwhile, with the stock market developing quickly and money running out of bank, state-owned banks take retail business and entrust as their development strategy.Industrial and Commercial Bank of China has been attracting worldwide attention for switching over to appear in the stock market in 2006 after it has been state-owned commercial bank from the state-owned specialized bank. Facing the historic opportunity and challenge, Board Chairman Jiang Jian Qing points out: "We must concern on rising in the core competence and permanent investment value, improving core business advantage, service abilities of core customer and the key technology capability of independent innovation unceasingly".Industrial and Commercial Bank of China Jilin Branch ,locating in a northeast China, are at an important historical moment accompanying "northeast China vitalizes plan " making by State Council and Industrial and Commercial Bank of China developing. Although these are reasons of past and the regional economic underdevelopment and others, those all show lack of the core competitiveness ultimately. Therefore, the distinguish Jilin Branch core competitiveness, take measures to nurture and enhance core competitiveness are urgent.Taking core competence theory as basis and introducing the competition situation around Jilin Branch and the opportunity and threat, it is prove that the lack of core competence is important reason of restricting Jilin Branch development. Therefore, according to core competence analytical framework, by the fact that value chains analysis and customer value creates, the core competences of Industrial and Commercial Bank of China Jilin Branch are distinguished out.
