The Study On The Highway Maintaining Management Mode In Gansu Province

The highway is important infrastructure of national economy construction. Thehighway-maintaining department should be responsible for ensuring the goodcondition and clearing of highways. To improve the highway maintaining quality, theorganizing and managing work of highway maintenance becomes very essential. Thedeciding factor of maintaining quality is to choose proper managing mode. At present,there are varieties of managing modes in our country. But generally speaking, thereare two induced: one is "strip by strip" managing mode, and the other is "block byblack" managing mode. Which managing mode should Gansu province choose as aless developed province in economy? Based on this question, surveys and studies onthe reforms for highway maintaining mode in other provinces have been conducted inthis paper. Fully drawing experiences and lessons from other provinces, this paper hasundergone deep research on the highway maintaining management mode in Gansuprovince at present. This paper has pointed out that Gansu province is more suitablefor the "strip by strip" mode at present and when its economic development reachesthe standard of the southeast coastal areas, it can adopt the "block by block" mode.The practices have proven that the "strip by strip" mode, at least, is suitable for suchless developed areas as Gansu province in the next few years and is beneficial for thedevelopment of highway maintaining career. But while carrying out the "strip bystrip" mode, we should notice that there exist several factors in the operatingmechanism of highway maintenance in Gansu province which are not good forhighway maintaining career and not suitable for the marketing economy. And thesefactors need reforms, which include gradually dealing with maintaining managementand maintaining construction separately, implementing the market access system, theinternal tendering and bidding system, maintenance by contract system,project-quality supervision system, evaluating afterwards system and furtherstandardizing the financial management system of highway maintaining unit. Thesereform measures are dedicated to make the operating mechanism lively, build up akind of competitive atmosphere and fully develop the maintaining workers'enthusiasms and creativities, thus gradually adapting the highway maintenance to themarketing economy and promoting the development of highway maintaining career.This paper is expected to provide some references for the highway-maintaining modein Gansu province.
