As the open and reform of banking business in china, the Construction bank of China, the bank of China and the Industrial and Commercial Bank of China has offered to public one by one. The Agricultural Bank of China is designed to "Face the agriculture, strypped-down wholly, trade publicly, and take the opportunities to offer the public" and required to play the backbone part of finance in countryside. So Agricultural bank of China is about to enter into a new era of developing in high speed.Agricultural bank of China is going to manage both businesses in city and countryside. It is ging to be the biggest bank for agriculture, for middle and small corporations, for individual business and for networks. And the correspondence developing strategy has been designed. So Agricultural bank of China is in need of developing a great deal of excellent cadres and skilled staffs to fit for its modernization. So programming the strategy of developing human resource and bring it into effect is both important and quite necessary.With the theory and method of strategic administration, the author has analyzed the inside and outside environment of developing human resource of Agricultural bank of China S Branch, demonstrating its favorable opportunity and strong requirement offered by stock system reformation, the experience, foundation and the relative advantage in the county financial system and the weak points of too many unskilled employees and too little outlay in employee training. it also shows us the risk of waste resource and the skilled employees' resignation originated from low effective human resource developing.According to the analysis and the model of human resource developing, the author has designed a strategy to develop human resource for Agricultural bank of China S Branch. And he points out that they should take the developing strategy of "take advantage of opportunity to strong the weak point" with the idea of "people oriented, to strong bank with skilled employees" . After that, a developing plan for next five years has been designed, the author emphasized to enforce the organization and leadership of human resource development with the opportunities offered by stock system reformation maximum, so that to improve their employees' skill and experience and their vital strength to take part in competition.
