Study On Iran's Investment Environment In The New Era And China's Investment Strategies In Iran

Economic globalization has made the links between the countries become closer. The main task of both China and Iran is to develop the economy, regarding opening up as an important means to achieve the economic modernization. Since the Islamic Revolution, Iran has been suffering the economic sanctions from the United States, the domestic shortage of funds, lack of foreign investment and technology. At present the Iranian Government have implemented three "the five-year "plans, and practices a "looking at the east" foreign policy and rejuvenation of the Silk Road's external economic policy, and to seek to strengthen China-based economic and trade cooperation between East Asian countries to attract China, Japan , South Korea, ASEAN and other's funds, technologies to take part in Iran's economic construction and energy development. Chinese enterprises to invest in Iran can ease Iran's constraints of funds shortage in energy development, urban infrastructure construction, light industry, machinery, transport, agriculture and so on. Practice has proved that China's technologies and products comply with the current level of Iran's production, and there is large space to invest and cooperate between two countries. China has experienced 30 years of reform and opening up, especially after joining the WTO, sustained and rapid economic development has increased the demand for energy and mineral raw materials. Domestic technology, production and markets relatively saturated, China urgently needs outreach production space, expanding market areas, avoiding increased prominent trade barriers to optimize the allocation of production factors further. China has become the world's largest foreign exchange reserves. With strong financial strength, China has had the possibility and capacity of outward investment. Therefore, this paper studying Iran's investment environment in the new era and China's investment strategies in Iran obviously has both academic and practical significance to promote Chinese enterprises' investment in Iran and achieve the win-win cooperation.This paper, using quantitative analysis as main, quantitative methods assistant, evaluates Iran's investment environment and analyzes the status and characteristics of Chinese enterprises' investment in Iran as well as the investment in key fields. On this basis the paper proposes Chinese enterprises' investment strategies in Iran. The papers studies Chinese enterprises' investment in Iran mainly from the choice of investment ways, choice of industry, choice of region, regulations and policies four aspects and to reached the following conclusions:Firstly, Chinese enterprises' investment in Iran stakes in a joint venture arrangement as the main form, supplemented by operating alone; the mode of the main investment entry is mainly to set up a new enterprise, supplemented by acquisitions. Proposal: In the future, Chinese enterprises still take joint venture investment as main investment way in Iran, and value and accumulate experience of transnational acquisitions, and develop the proportion of cross-border transnational acquisition of investment in Iran.Secondly, the choice of investment industries is guided by the theory of comparative advantage. In the later period of time the investment of energy is still China's key investment in Iran. Through supporting emphatically and policy guidance to invest directly in Iran's manufacture, especially the processing and assembly manufacturing sector, such as machinery processing, textile and light industry, chemical industry, household electrical appliances and so on. China should fully exert the technological advantages to expand the scale of foreign investment, and gradually invest from labor-intensive industries to capital-and-technology-intensive industries.Thirdly, in the choice of investment region, the paper divides Iran's industrial development into the following investment regions: planting industry region, economic crops region, livestock production and processing region, processing industry region, oil and gas exploration region and tourism Development region. The paper proposes the integration of agriculture, industry and commerce strategy, but the key investment fields are oil and gas exploration along the coast of the Persian Gulf and processing industry in northern Tehran and the central province.Fourthly, in the building of the policy system, the paper figures that government should strengthen the macro-guidance to the enterprises, and improve service environment and provide legal protection and risky prevention system to enhance China-Iran intergovernmental exchanges and cooperation in order to provide a good government channels and political platform for the enterprises.In this paper, the above is both the main conclusion of the study and the essence and characteristics of the article. However, the deficiencies of traditional method, relatively old information, non-operational conclusions and recommendations still exist. All will be improved in the further changes.This article is divided into six parts:The first part mainly demonstrates the basis and purpose of topic and the research's status quo, as well as research ideas.The second part mainly illustrates the macro background of China's investment in Iran: Economic globalization is the hypothesis of Chinese enterprises' investment in Iran; economic mutual complement is the driving force; the improvement of Iran's investment environment and policies support is the reassurance; "going out" strategy is the driving force, trade integration is the inevitable result of the development of China - Iran economic and trade relations under the new situation.The third part analyzes and evaluates the Iran's investment environment, mainly through natural conditions and natural resources, economic, political and social aspects associated with the investment environment for the conduct of the qualitative analysis and quantitative analysis and evaluation.The fourth Part illustrates the status and characteristics of Chinese enterprises' investment in Iran.The fifth part analyzes the key fields of the investment of Chinese enterprises' investment in Iran. China's investment in Iran mainly concentrated in the following areas: oil and natural gas industry, light industry, road infrastructure construction, machinery manufacturing, tourism, agriculture, the automobile industry, etc. Then the paper analyzes the issue of Chinese Investment in Iran.The sixth part is the research of the Iran investment strategies. The main investment way is the form of joint ventures, and key investment region along the coast of the Persian Gulf are Kejileixie - Boyer Eraihamaidi, Khuzestan, Bushehr and the northern part of Tehran, the central areas and so on, and the key areas are oil, natural gas and other energy industries, machinery manufacturing. Meanwhile, the paper proposed that government should provide a series of investment preferential policies for the enterprises to strengthen the communication between the two governments and the provision of services and enterprise investment protection.
