From 1980s, the competitive power has become the hot topic which all the economical policy-makers pay attention together, in the 21st century later the scholars from many angles, such as the country, the region, the city, the enterprise, the industry and so on, carried on a deep and the widespread discussion and research to the competitive power theory. The size of the competitive power had reflected the strength of the competitor synthesizes, rise and promote the competitive power is an important question to the economical development and the management innovation under the present economy internationalization background.Along with the tourism developed vigorously, the traveling competition is intense day by day. It is extremely essential to apply the competitive power theory to the development of the traveling industry, how to promote the traveling competitive power becomes the core question of the traveling development. But at present the research of the traveling competitive power is still on the initial stage and it also mainly conduct the research from the following aspects: the international traveling competitive power, the region traveling competitive power, the traveling enterprise competitive power and traveling scenic area competitive power. But the tourism national competition and the region competition both can realize through the city competition. As modern tourism's resistant center- city, Promoting the city traveling competitive power scientifically and reasonably is not only advantageous to the promotion of tourism's big development, but also proposed the policy-making basis for local authority's scientific management, and is advantageous to lead the city, and even the region's whole competitive strength, display the competitive advantage of traveling, and finally urges the big prosperity development of the social economy.This article utilized the multi-disciplinary knowledge like the economic study, the travel study, the city study and so on, systematically and the comprehensively analyzed the related basic theory system of domestic and foreign city traveling competitive power. From the competitive power fundamental research, the city competitive power research, the traveling competitive power research ,the traveling competitive power strategy research and correlation aspect, analyses and summarizes the theory system of the city traveling competitive power, pointed out that it is the important constituent of the city's competitive power , and it is application of the traveling competitive power in the city scope, which promotes mutually and restricts mutually with national, the region, the local authority and the traveling enterprise, on the basis of theoretical analysis of city's traveling competitive power, mainly researched on the promotion countermeasure of the city's traveling competitive power, proposing that promote the city traveling competitive power is not only the question which the traveling academic circles needs to treat earnestly, but also the question which the local government and the inhabitants should concern earnestly, the promotion of the city traveling competitive power needs all the people's joint effort and plan, and should start from the strategy of creating high-quality goods brand, the strategy of cooperation development, participation of the city peoples, strengthen the function of government's management, the city traveling marketing, the construction of traveling talented person these six big aspects, finally achieved the function that promotes the local tourism, and even the local economy prosperity development. The article finally selects Xi'an as an example, on the basis of analyzing the present situation and existing question of Xi'an traveling development, pointed out that the Xian's traveling competition potential is huge, and needs to strength the brand construction further, utilizes the theory of city traveling competitive power promotion countermeasure in Xian's traveling development, and puts forward the reasonable scientific proposal.
