In developed countries, hi-tech industries have been quite mature, and with their core technologies, they have provided endless power for the scientific and economic development of those countries and thus enhanced their international competitiveness. It can be traced back to 1980s when China began to attach great importance to the development of hi-tech industries, and ever since then, the central government has launched a series of programs and policies, such as 863 and Torch Program. The past 20 years have witnessed the remarkable growth of hi-tech industries in China, which have now become the pillar industry in social and economic development. Like other areas in China, Shanghai also values its hi-tech development significantly. Hi-tech industries have been regarded as the accelerator for Shanghai's economic development and the safeguard for its competitiveness. However, just like most areas in China, the development of hi-tech industries in Shanghai is still in the initial stage, lacking the typical features of mature hi-tech industries such as high input and benefit, high density of knowledge and so on, and the contribution of hi-tech industries to economy is not overwhelming as compared with traditional industries. This article takes a theoretical study of the issue, clarifies the definition and realm of hi-tech industries, and based on the statistics of hi-tech development in Shanghai and some other areas in China in the past ten years, points out that there are three major problems in Shanghai's hi-tech industries, namely inappropriate industry structure, inadequate innovative capability and low industry efficiency, and also analyzes the reasons for those problems. Accordingly, suggestion is proposed to settle the problems in four aspects: to adjust and prefect industry structure; to improve environment and capability for innovation; to amplify policy effects and make up for the lack of some essential factors; to provide comprehensive service and improve industry efficiency.
