AP1000,the third generation nuclear technology is a Chinese self-reliance supporting project being introduced into our country as advanced nuclear technology. The first phase is to construct 4 units. Senmen in Zhejiang and Haiyang in Shandong are the first two projects authorized to construct as AP1000 nuclear plants. Along with the rapid development of international nuclear power market, the raw material's supply for main equipment of nuclear power plant, such as large forging and U-tube of steam generator, is significantly deficiency. Nowadays large forging's supply period extends from 6-8 months of manufacture period to 12-16 months or longer. The normally manufacture period of reactor vessel and steam generator are about 30 months after raw material supplied at the factory. Thus, to make the pre-order of raw material for reactor vessel and steam generator is very important to ensure the construction schedule for AP1000 passive ALWR. The way of pre-order is the procurement strategy to solve an extremely urgency.The national notification which is in order to brace up equipment manufacture points out that equipment manufacture is the foundational industry for country economy development and national defence construction. It requires that up to 2010, a set of large more competitive equipment manufacture enterprise should be developed, and the manufacture ability of important technology equipment whose property right is rese reactor vessel ed by state will be enhanced to meet the needs of energy resource\communication\raw material fields and national defence construction. The development level of equipment manufacture represents the integrative national power. The relative policy for national nuclear power development is that, up to 2010, when the coal power capacity decreased, the proportion of nuclear power capacity will be increased up to 4%. It means that at that time, nuclear power capacity will reach to 40000MW, and within 15 years in future, 2~3 units of 1000MW grade nuclear power plant for each year will be constructed with total more than 50billian USD investment scope including the under construction plants. To develop the large forging self-reliance manufacture is a foundational step to brace up our national equipment manufacture. The production of raw material is a choke point to block the nuclear power development. To realize the raw material's manufacture for main equipment of 1000MW grade nuclear power plant by our country is the demand of nuclear power development. The way of raw material's self-reliance manufacture is the procurement strategy for long-term nuclear power development in our country.The essay elaborates briefly the AP1000 nuclear power technology and the specification of reactor vessel,steam generator and their raw material including the manufacture requirement, with emphasis on the introduction and the study of the international supply market of raw material as well as the pre-order preparation for raw material. The pre-order procurement strategy is put forward to ensure the project's construction schedule under the condition of the lack of the raw material and too many projects at the same time. Meanwhile, combined with the related national policy for nuclear power development, the way of raw material's self-reliance manufacture is put forward to meet the needs of national long-term nuclear power development plan. At last, based on the theory of AHP, the essay describes the integrate evaluation factor system for the potential suppliers of raw material and puts forward the selection rule of the potential suppliers in future.
