| Endowment Insurance being the hot topic of current economic reform, this paper researches on China's urban workers statutory pension insurance system from the perspective of financial responsibility. Firstly this paper discusses theoretical foundation, and then analyses the current situation of China's urban workers statutory pension insurance system. Later it focuses on the financial support of the statutory old-age insurance for urban workers and the ability to act, and the experiences of Chile and Germany reform on the old-age insurance system. Finally the paper has the proposals for improving financial support level.Through historical analysis, comparative analysis, normative analysis and empirical analysis, the paper reaches the following conclusions:1. The essence of statutory old-age insurance for urban workers: is a mechanism for income redistribution, and a natural monopoly goods.2. Regulation of financial behavior and ability in the old-age insurance system: during the operating period, the government mainly takes the liability through financial subsidies and tax incentives, and being the supervisor of the insurance system. During the transition period, the government will have a change of policy, the sale of state-owned assets or the issuance of bonds and others.3. The Enlightenment from Chile and Germany's old-age insurance system reform: financial support is an important way to resolve the hidden debt of pension insurance; the successful operation of pension fund is a key point to success of old-age insurance reform; ensure financial support.4. Proposals of improving the financial responsibility of old-age insurance policy: make sure the Government's financial support, and improve the government's management system; establish Financial assistance system to old-age security to make up for the pension insurance of hidden debt; establish Budget Management of funds norms for statutory old-age insurance for urban workers; introduction of a social security tax. |
