Research On The Operation Mechanism Of Creative Cities On Base Of Triple Helix Model

As China's major strategy of building a creative country was formed, building a creative city has now become the primary objective of urban development in the present. Beijing, Shanghai and many other cities all put forward to build creative cities which lead the urban development in our country into a new period. What kinds of roles and functions should the subjects of creative cities play and how is the operation mechanism of the creative cities working, are the urgent problems we should research on. The study will present a significant theoretical guidance and practical reference on how to build creative cities.The thesis adopted the methods of document analysis, theoretical analysis and empirical study according to the logic sequence of premise study, theory study and case study. First, analyzed and summarized the history and status of the studies on creative cities and pointed out the deficiencies and blank of the present studies. Then it introduced the content, pattern variations and applications of the Triple Helix theory, and explained the feasibility and necessity of the research on creative cities based on the Triple Helix Model. Further, the thesis analyzed the subjects' roles, functions and the influence factors of them, which explained the inevitability and necessity of the cooperation and interaction of enterprises, government, universities and research institutions. The main part of this thesis is chapter 5, which deeply analyzed the operation mechanism of creative cities on the base of Triple Helix Model Theory. They are, coordinate symbiosis mechanism, embeddedness of social network, interactive learning, self-organization mechanism and Triple Helix spaces creation.Last, the thesis carried on the empirical study on the construction of creative city of Beijing. Although Beijing was a leader in the building of creative city around China, seeing from the Triple Helix model angle, the subjects of Beijing still didn't form a closely interactive and blending relationship but worked on their own ways, resources scattered and overall coordination was lacked, the functions each subject was not played well. Therefore, this thesis proposed several suggestions in order to promote the operation mechanism building and improving immediately. Moreover, the thesis pointed out that each city should develop a particular and adaptive pattern of creative cities according to different situations.
