Hebei province has fine natural conditions and rich experience of plant cotton, and it is the first province in China for test and promotion Genetically Modified Cotton. This paper reviews the development of cotton industry in Hebei Province, course of the cotton industry in China, which occupies an important position, a comprehensive analysis of the comparative advantages, as compared to Hebei, Jiangsu, Anhui, Shandong, Henan and Xinjiang six provinces advantages that cotton production, Hebei Province has a stronger advantage of the scale and efficiency advantages, but the advantages of relatively low efficiency. In the 1990s, the application of GM cotton in Hebei Province scale cultivation, increased cotton production, reducing pesticide use and application of number. The main reason lies in hybrid seed varieties market, competition was not standardized, the Cotton farmers do not have a strong ability to identify, affecting the use of good seed in the production management process, and the cotton growers have not enough technology and scientific management about the growth of GM cotton. Economic factors affecting the results of the analysis showed that GM cotton in Hebei Province and the application does not give full play to its potential economic benefits. In view of the current problems, the paper maintains that, through the strengthening of GM cotton knowledge propaganda to raise awareness of law and quality of seed; Strengthen technical training, and guide farmers to use reasonable means of production, increase seed subsidies, production subsidies, and improve relevant laws to enhance the enthusiasm of cotton farmers, lower cotton production costs, improve the economic benefits of GM cotton in Hebei province.
