Research On Customs Control In Free Trade Zones Under Trade Facilitation Mechanism

In recent years, through the efforts of multilateral, regional and bilateral cooperation, states'markets and regions'markets have increasingly opened. Although the traditional tariff and non-tariff barriers have been gradually reduced, the impacts of management systems and the operational procedures on trade flows are becoming increasingly prominent. Therefore, international organizations and the economies pay more attention to the trade facilitation issues. The customs control is the most effective and direct means of achieving trade facilitation. And in recent two decades, the major changes which taking place in international political, economic, trade, finance, transportation, and other fields, have direct or indirect impact on the work of customs. The traditional customs guiding ideology and mode have already lagged far behind the development of the situation. Both government and business require the customs reform.In the reform and development process of China's free trade zones, trade facilitation would be difficult to achieve if customs control model is not clear. So, on the basis of international customs practices related to the principle of relative arrangement, this thesis will sum up the valuable experience in customs control of international free trade zones which had the same function as China's, especially in the trade facilitation and innovative practices. So that, we can find the problems in China's customs control of free trade zones, and try to put forward ideas to solve them.This paper has five parts, researching on the customs control of free trade zones under trade facilitation mechanism, especially focus on case studies. In the light of the successful experiences of international free trade zones customs control, we get some ideas for China's reform: 1.Take the establishment of trade facilitation mechanism as the main line, in line with WTO and other multilateral rules, finally converge with international practices and use the latest developments in the most effective approach to the trade facilitation; 2.Implement the philosophy of "open the first line, control the second line, free inside"; 3.Connect the free trade zones under the free transit mechanism; 4.Strengthen the interaction and interactive mechanism of free trade zones. The key point is to accelerate the building of trade facilitation platform in free trade zones.
