Research Of Auto Products Recovery Policy And Supporting Measures In Chongqing

In recent years, the world automobile industry develops rapidly, the vehicle population increases continuously. At the same time, the number of end-of-life vehicle (ELV) products is increasing everyday, there are more than 40 million ELVs coming into being every year. The environmental problems which are caused by the use of vehicles and ELVs are increasingly serious and prominent. Recovery of products should not be overlooked. The automotive industry is the first pillar industry in Chongqing, but a large number of ELVs products and non-standardized processing has seriously affected the people's living environment, caused a waste of resources and energy shortage problems, and hampered the development of automotive industry in Chongqing, or even hampered the development of socio-economic sustainable.This paper combines with the projest of Chongqing Science and Technology Commission—"Research of Auto Products Recovery Policy and Supporting Measures in Chongqing", and the projest of the national ministries which is researched by China Automotive Technology & Research Center (CATARC)—"Research of The Implement Project of Vehicle Recycling". First of all, this paper synthetically analyzes the classification and main application of auto materials, the composition and application of domestic and foreign typical vehicle materials, and trend of development. Furthermore, this paper researches in recovery experiences of auto materials of foreign developed countries in terms of management, technology and recycling, which is a basic of auto materials research in Chongqing. Secondly, surveys and analyzes status quo of auto products recovery in nation and Chongqing, including completely analyzing relevant regulations and policies of auto products recovery in nation and Chongqing. This paper analyzes existing recycling system of ELVs, status of management, and technology, realizes situation of ELVs dismantling industry, status quo of ELVs parts recycling and the participation of local auto enterprise, finds out the existing main problems in existing recycling system and management in Chongqing.Through above studies, on the one hand, thesis sets up the management framework of auto parts recycling industry in Chongqing. For auto parts recycling industry in Chongqing, thesis puts forward feasible policy proposals and the project of auto parts remanufacturing exemplary enterprises in Chongqing. On the other hand, combining with the request of recoverability rate to automobile manufacturing enterprises, thesis forward proposals and measures of improving recoverability rate of auto materials in Chongqing in terms of management of recovery rate, audit procedures, materials database, recycling fund, producer responsibility, and promotion policies and so on. In addition, this paper sets up a whole framework of recovery system of auto products in Chongqing, puts forward feasible auto products recovery supporting measures and project in Chongqing.
