Research On Interim Evaluation In Oil Development Project

The project evaluation is essential for an important part and hot issue of project management. In the study of Project Evaluation, how to evaluate the status of the project in real-time has very important theoretical and practical significance.The oil development project has some very notable feature such as the large investment, long cycle, the internal and external environment over time. In order to meet the needs of actual project evaluation, to track the status of oil development project, the paper explore the interim evaluation from theoretical, defining the concept of the Oil Development Project Interim Evaluation from the subject and the object, the method and the scope, the difference or relation between pre-evaluation and post-evaluation.Combine the characteristics of the Oil Development Project, proposed a set of Oil Development Projects Interim Evaluation Scheme, the scheme was detailed designed in the workflow of evaluation, the sources of information, the organization and institutional arrangements of the evaluationBase on the scheme, with the use of the comprehensive evaluation, the paper set up an index system of oil development project interim evaluation. The system make up of 4 first grade indexes which closely related to the status of the project and 24 secondary indexes. The first grade index include pre-process interim evaluation indicator, technical interim evaluation indicator, economic interim evaluation indicator and social factors interim evaluation indicator. Projects in various stages of the indicators have different weights and different criteria.To verify the validity of the Oil Development Projects interim evaluation index system, the paper evaluate a certain Oil Development Project. The results show that the indicators on the whole can truly reflect the actual status of the project, every first grade indicators can detect the problems in the corresponding fields of the project. This situation can preliminarily verify the effectiveness of the interim evaluation index system, which accredited by the oil development project management.In the end, base on the summarize of the production and the lack in this study, the further research are proposed from both depth and width point of view.
