Study On Establishment And Application Of Comprehensive Evaluation Index System In External Logistics System

External logistics system is a comprehensive system, serving for national economic system. External logistic system planning is beneficial to sustainable development of social economy; it is significant to the development of logistics industry, configuration of logistic equipment, layout of logistics land use, mode of logistics industry management, the organization and optimization of manufacturing industry.The governments of many areas attach importance to the development of logistics industry; they have started to study on planning of logistics system, and formulated the policy of logistics. But in light of the lack of analysis, evaluation and planning of logistics system, the lack of quantitative basis, and qualitative-oriented analysis, it is hard to make logistics system satisfying the needs of the society.This dissertation perfected planning of external logistics system, constructed a revaluating system of external logistics system on the basis of analyzing on logistics system's structures and influence factors, it explained and quantized the index, and used the comprehensive evaluation index system to evaluate the rationalize status and social effects. The main contents are as follows.(1) Perfected the contents of logistics system's planning, explained the relationship of analysis, planning and evaluation on logistics system, and made a system analysis of logistics systems structure. It concluded and evaluated the main factors affecting logistics system, gave out an influential factor model of comprehensive evaluation index system in external logistics system.(2) On the basis of summary of comprehensive evaluation index system research, and according to the principles and requirements of regional logistics planning, it selected the corresponding index and influential factor respectively in three aspects: Logistics infrastructure fitness, development level of logistics system and sustainable development system of logistics, and made a comprehensive evaluation index, so at last built a comprehensive evaluation index system.(3) Used suitable quantization methods for different indexes according to their features. Considering the acquired character of statistical data and influencing degree of practical factors, it used AHP, multiple regression analysis and system-structure-model analysis separately for index quantization. Therefore, it established a function system with powerful operability and practicability. (4) With the actual situation of Beijing in 2006 for the external logistics system case analysis, it abstained a lot of important results.
