With economic globalization and the rapidly changing market environment, the elements impact the corporate survival and development are more complex, the enterprises are facing unprecedented change and challenges in the new century, and set higher requirements for the organizational structure of the enterprises. Organizational structure of enterprises is an important guarantee for the enterprise operation. Whether we have the reasonable organizational structure and can meet the requirements of the business scale development and enhance the core competitiveness, are directly impact on the efficiency of the enterprises and even affect the survival and development of the enterprises. There are no enterprises with identical internal conditions and environmental conditions, so there cannot be two enterprises with identical organizational structures. For each enterprise, it is essential to design a suitable organizational structure for its operation and development, and effectively achieve its objectives. An enterprise should set up the compatible organizational structure model for its different stages of development. With the expansion of the business scale, if the organizational structure of the enterprises cannot change in time, on the one hand, it will not be able to meet the changes in the external environment; on the other hand it will be block its own development for the reason of its low efficiency of management and slow reaction of market. However, by comparison with the major economic indicators of the same industry, we can find this company's economic operation dose not increase with its size expansion, and there is a certain gap compared with the industry on its developing speed, operating efficiency and operational levels. Inside the enterprise, people are more focusing on the macro-management such as market strategy, products structure, etc., the micro-management such as simple cost management, sales management, etc. But there is not enough attention on the scientific and effective organizational structure which is the foundation to ensure efficient management and the system platform to achieve the short-term operating target and long-term strategic objectives. Life Insurance Co., Ltd. Jilin Branch as one of seven life insurance companies in Jilin Province, has shown the organizational structure bloated, large institutions, the internal communication difficulties, and low efficiency, and other systemic issues through the competitiveness in the industry, and becomes the major obstacle of promoting the management level.Today, the market economy spring tide is swept the various trades and industries, competition is everywhere. After China's accession to the WTO, the insurance industry as a part of the financial industry, also joined the ranks of the competition, and competitions have become increasingly intense. Enterprises need to be vigilant in peace time, review ourselves, committed to reform and improve operational efficiency, face to the challenges. Organizational structure as the foundation system platform for the enterprises, it requires a profound study, discard the old and keep the new, in order to enhance the comprehensive enterprise management capabilities. Inside the enterprise, thinking change is ripe among the staff and all levels are call for change. So this subject has tremendous practical significance.To implement the reform of organizational structure for Life insurance Co., Ltd. Jilin Branch also has the following important functions:1. To establish the ideas of solving the management problems through the organizational structure changing in the enterprises. In the past development processes of Life insurance Co., Ltd. Jilin Branch, it mostly solve the structural problems of internal coordination, divide of work, etc. by increase the department functions or re-establish new departments, and the organization is now becoming bloated, inefficient, communication difficulty and incompliancy of control, and so on. This is because of the thinking set impact, managers are always abstain from "adjust the organization", worries about causing instability, but to implement the organizational structure reform is the permanent cure of such kind of problems. Therefore, the changes can gradually break the traditions of the original enterprise management framework, and establish a new concept, to find a new way to solve the problem.2. Profound analysis of the enterprise management status, urge all levels management staff to clearly understand the situation, identify problems. In the implementation of the organizational structure study, the deep analysis of the environment that company is facing, organizational structure status and the problems and enterprise strategic planning must be carried out, this series of process will urge the enterprise'management team to form a new awareness from enterprise-wide perspective , and find the specific business problems, and solve them.3. Solve some long-standing, outstanding management issues. Because of the fixed pattern of thinking, the impact of one-sided perspective, there are bloated, inefficient, communication difficulty, command and other long-term outstanding problems in the enterprise without solutions. Through the organizational structure reforge research, we can find effective solutions to enhance enterprise management and improve efficiency.4. Now a day, even lots of enterprises has change to the modern enterprise system respond to the relevant government call, but most of them only change the form but not the content, the modern enterprise management theory and methods are not implemented effectively. Even all level of the national government function are vigorously promote the functions improvement, but most of the enterprises are still continues the old tradition, no matter how big the environment changes, no matter how big the enterprise was developed the Single line function management system are still the main system in use. The management team are blind-sided and bureaucratic, badly influenced the management efficiency. The target of the analysis about the organization reform of the Life Insurance Co., Ltd. Jilin Branch, is attempting the modern system, break the old tradition, use the philosophy and method of the modern enterprise management system, to solve the fact problem, found the new model of modern enterprise.In this paper, the internal the external environment, current organization, and the problem of this organization in Life Insurance Co., Ltd. Jilin Branch was deeply expounded. Facing to the intense competitive environment, the current organization are too overstaffed, there are 13 middle-level departments in the company, 18 people directly responsible to the general manager, because of the unclear responsibilities, buck-passing became the daily operation of this enterprises, the management efficiency is very low. The company is growing step by step, a clearly orientation was found, a applicable development strategy was raised, the requirement of the resource management level, the process management level and the ability of creating profit from management process are far higher than before.From the points above, the paper expounds the necessary of the organization reform, break the current Single line function system, to adapt the new demand, create the good condition of competitiveness improvement of the company. From the analysis of Life Insurance Co., Ltd. Jilin Branch's organization, comparing different organizations'applicability, we propose the organization which customer-oriented and business-oriented, and in according to AHP the analysis of this two Organization, we choose the business-oriented organization. And we proposed the action plan and risk prevention plan for the organization reform.In order to adapt to the tremendous changes of the environment, in order to adapt to the strategic planning of the company. Life Insurance Co., Ltd. Jilin branch must be cling to the continues improvement, the shackles of the original organization must be break, and optimize the department set up, reduce the number of departments, separation the powers and found an effective contain system, Improve the efficiency, build up a good system foundation for further improvement and development.This paper is very practically valuable to the organization reform of Life Insurance Co., Ltd. Jilin Branch and also can be reference by the company who has similar company.
