Research On Property Rights Arrangement Affecting Technology Innovation Activities Of Enterprise

In the 26 years from 1978 to 2003, the average growth rate China's technological innovation was 3.3 percent, Technological innovation in economic growth contribution rate was 37.18 percent. Despite the contribution rate of the technological innovation in China's economic growth has been substantially increased, but comparing with more than 80 percent of the international advanced level, China's technological innovation on the contribution rate of economic growth significantly low. Along with the rapid changes in science and technology and the rapid development of high-tech industry, how to responsed to the situation of fierce competition which task technological innovation and technology upgrading as the main characteristics of, the lack of technological innovation in particular independent innovation has become China's economic development and competitiveness of enterprises'main bottleneckAlong with the changes of new competitive structure, technological innovation have become the core competitiveness of many leading enterprises, especially for technology-oriented enterprises, the technological innovation capacity of enterprises in the fierce competition play a pivotal role.Technological innovation is a promotion of continuous economic growth in the enterprise management activities, moreover, technology innovation activities of enterprises compared with other production activities has their own characteristics, outstanding performance in the earnings of technological innovation have spillover effect, therefore, Introducing property rights to the analysis of technological innovation influencing factors will contribute to the elimination of transaction costs and avoid external overflow, some local and abroad scholars a lot of useful research on the relationship between property rights and technological innovation.Taking into account carrying out technological innovation activities needs certain environmental and institutional supports, we believe that to fully enhance the role of technological innovation, we must analyse the institutional arrangements How to promote technological innovation activities, especially with the role of property rights to Technology innovators related to, we also analyse the influence mechanism of institutionalized property rights impacting on enterprises technological innovation influence mechanism from the perspective of property rights arrangements. Therefor the article takes a meaningful exploration from two aspects of theory and case design,and gives a detailed analysis on the influence mechanism of the property rights system impacting on the enterprises technology innovation activities .In theory, this article, through the induction and analysis of relevant property rights in the process of technological innovation activities, clarifies the main content of technological innovation property rights. Then, the article divides property rights arrangements, enterprises, echnological innovation relevant people in dimensions, divides property rights arrangement into organizational system and distribution system, analyses the mechanism of property rights arrangement on enterprise technology innovation activities from the two aspects of organizational system and distribution system.Research found that organizational system directly decided to corporate strategy and business, and further to the status of technological innovation activities in the enterprises , resources allocation and choice in new technological innovation models, so as to have an impact on technical innovation achievement.
