To be a rising industry, tour industry has showed big energy and strong effect in economy, and has a distant potential to develop. It will have a great effect in 21st century. Although people have different opinions with the development and position of this industry, we also have different understanding with the influence and effect of this; it can't influence the development of tour industry full of energy. Baishan City plan to develop tour industry to be an influential industry in this tidal current. But if we want to make this aim come true, it is very important to exploit and protect tour resource. This is basic and premises. Face to this important task, base on analyzing the characters and sorts, definitude characters, find disadvantages, give the basic countermeasure to exploit and protect, finally promote the development of our tourism industry. This dissertation mainly discusses this question.Firstly, this dissertation analyses the basic connotations and characters of tour resource of Baishan City. These connotations and characters are of the basic situations to develop tourism industry and build tourism city of Baishan City. If there's no tour resource, to build a tourism city just like water without source and trees without radical. Analyses the actuality for exploiting and protecting tour resource: these years, Baishan City also did a lot of work in exploiting and protecting tour resource, traffic situation changes a lot, some basic situations amend, service level advances, culture environment improves well, and construction changes greatly. Although we have done some work, it also has a lot of disadvantages in exploiting and protecting tour resource. Mainly expressions: the protection of diversity biologies is not good, short of scientific programming, people don't have consciousness to exploited integrally and unite, traffic situation also restrict to develop, service situation are faultiness, people's personality need to advance etc.Settle these problems aren't an easy action; they need to solve step by step in the future, the author of this article preliminary research and explore it. In order to develop this industry, build a tourism city and make this industry develop quickly, health and continuable, I gave following advises: First, insist on protecting. We should manage the relationship between exploiting and protecting, strengthen the lawmaking and execute of law when we protect tour resource. We should advance the protective consciousness of all the people raise the integrated quality of managers. We should strengthen manage of tourism active. We should mend and renew the tourism resource.Second, we should program scientifically. We should constitute and actualize scientific program when we exploit tour resource. We should scan and confirm the tour situations again, construct a central area with center of Songjianghe Town, make geometrical centre, traffic centre and economic centre in the same place. This is the best chance for developing tourism industry in Changbai Mountain. We should base on the situation of our city, do a good job on positioning, programming and constructing for each scenic spots.Third, it should exploit logically. We should base on the natural and culture resource of Baishan City, construct and build good scenic spots. We should hold the marketable guild, exploit tour resource targeted. We should importance economic benefit, but more importance integrated benefit with social and environment etc. When we exploit tour resource, we should step by step, coordinate with other department. We should advance and perfect basic equipment. Make protection and exploitation in the same place, exploit science and reasonable.Fourth, to be continuable used.
