The highway project would create a magnificent Impact to the social economy because of the characterization itself and convenient transport condition. From the research and analysis of the highway, we can completely know the important situation of it in the national economy and the social profits. Then the necessary theory of supporting the highway construction would be offered by the paper.This paper has made an analysis for socio-economic impacts on highway project by quantitative method and qualitative method.Firstly, the Jilin Province highway situation, analysis of the formation and characteristics of Jilin Province highway's economic network .Secondly, from the research of the impact factors on the transportation, the direct affecting regions and the regional economic circle , analysis of the direct role on economic development in Jilin Province occurred by highway; From the research of it , the highway promote rationalization of the industrial struction, improve the investment environment, promote the development of tourism ,analysis of the indirect role on economic development in Jilin Province occurred by highway . Finally, research on the Problems of the Jilin Province highway and Solutions of them.The first part, this paper introduced Jilin Province economic development and traffic development general situation, advanced Paper significance, summarized prophase research production. it including basic industry economic research and regional economic development research.The difficulty of this paper are the early-data collection, analysis the relationship of Jilin Expressway and Jilin economy.The formation of Jilin Province expressway economic zone, the development of Jilin Province regional economies, and the development of Jilin Province expressway possibly are breakthrough.The second part , through the statistical analysis of the status of the highway network building in the Jilin province, it discussed the formation and characteristics of the Jilin province highway economy network .Highway network development and regional economic development can be divided into four stages: points to the net, net to zone ,zone to net ,net to surface. As traffic conditions improve, the accessibility degree of the area along the highway increased, it forms a new good geographic condition, produces the new attractiveness of industry and new labor force, attracts more investment into the economic construction along the areas. At the same time, economic level rises, there will be more funds into highway construction. Highway construction and the regional economic development is a mutually reinforcing and interdependent virtuous relationship.The third part is the focus of this paper, focuses on that the highway impact on economic development in Jilin Province.On the one hand, the direct role in economic development occurred by highway: Firstly, the paper analyzes the impact on the road transport system and the transportation service after the using of highway. The statistic data show that highway has eased the poor traffic conditions both on the national road and the provincial road, and led to the improvement of the regions'road networks, acceleration of the increase in vehicle's transportation ability and transportation structure as well as the development of the regional road transportation industry along the highway.Secondly, the impact factors on the direct affecting region soccurred by highway are analyzed and divided into three steps: the analysis of GDP increasing rate, the analysis for the replacement of industrial structure and the relative analysis between GDP and the traffic volume of the highway.Thirdly , through the analysis of the concept of economic zone, this paper tries to formulate the theory of formation and evolution of economic zone. Economic zone has different scale and levels, and its evolution theories are growth theory, pole-axis theory and gradient-passing theory. Based on the above theories, the paper proves the existence of "Changchun-Jilin"economic zone, and further analyses its structure, function and spatial contacting form. In long run, the Jilin Province highway economic zone would drive economic development of Jilin province with its increasing diffusing effect.Fourthly,expressway is a course that nonlinear gradient carries forward for the influence of regional economy on developing into pattern, By this with expressway line to develop axle, form industrial belt of expressway(IBE),traffic economic belt of expressway(TEBE),and eventually form the foundation that has established for regional economic circle(REC).On the other hand, the indirect role in economic development occurred byhighway:Firstly, the completion of highways promotes the labor force transfer from rural areas to urban areas, transfer from agriculture to industry, transfer from primary industries to the second and third industries in the region and the relative areas, promotes the products rate to increase, that scientific and technological content and high value-added content are high, then affects changes and improvement in the industrial structure in the whole region.Secondly, the impact factors on the construction and development of the developing regions along the highway are analyzed. highway is convenient for the road transportation both in and out Jilin province, which can attract more and more businessman both domestic and abroad to invest in Jilin province, at the same time, increase the economy product in the relative regions definitely.Thirdly , the improvement function to the tourism industry of Jilin province after the using of highway is analyzed. The using highway has improved the road transportation conditions between in and out Jilin province, which shorts the time and space distance of different areas,creates beneficial conditions for the development of tourism industry and accelerates their rapid development. The paper has made a quantitative analysis to the interrelation between the traffic volume and the tourism annual income, which further illustrates the improvement function to the tourism industry.The fourth part discusses the Jilin Provincial Highway problems and countermeasures. The paper does quantitative analysis and evaluation to development relationship between highway construction and socio-economic development by methods of correlation analysis and analogy analysis. The conclusions are drawn that highway insufficient infrastructure, low density, a big gap, highway imbalanced development of low grade, poor quality and no fully formed highway network in Jilin province. For a period of time, freeway is the current focus on the development of road transportation and to further improve service quality and standards.Through the research and analysis to the period of construction and operation of highway, the paper fully indicates that the highway has made a tremendous improvement function on the socio-economic development along the regions of highway, even to the whole province, as a modern infrastructure.
