Facing with the continuous change in technology and the industry restructure caused by the emergent of new industry, we can find that the new industry, the new enterprise and the new service mode have the new entrepreneur to create. The enterpreneurial activity has already become the formidable propelling force to the economic growth. In our country people pay more attention to the entrepreneurship. According to the report of GEM, in recent years our country's enterpreneurial activity is in an active condition in the world, having arranged in the first 1/3.The GEM report points that our country is comparatively deficient in resources and our economic development is comparatively backward. On one hand, the economy has brought the more enterpreneurial opportunities. Our score in this aspect is higher than the GEM average level. On the other hand, the insufficient environment and the insufficiency initiative capacity affect the gain and the use of resources. In the activity of Chinese entrepreneurial, the enterprise closure rate was 8.04% in 2003, much higher than the GEM average level. People lack the experience to organize the new company, not be able to organize each resource which the new company needs,and not know how to manage the newly established company. The enterpreneurial enterprise's average lifetime is 3 years (GEM, 2005).At present the majority enterpreneurial research are primarily on the pioneer, the enterpreneurial team, and opportunity recognition. Very little research studies the enterpreneurial opportunity intrinsic relations with the resources. The research is not able to give the entrepreneur effective instruction to use and exploit resources when carve out. This article reviews and analyses the domestic and foreign literature material. Taking the science and technology enterprise as the background, discusses the relation between resources and opportunity, constructs the pioneer resources talent to the enterpreneurial opportunity choice influence model as well as the different opportunity type and the initial resources deployment relational model and proposes the related supposition. And this paper carries on the confirmation on the base of massive investigates and studies on Jilin and Fujian technology corporations, hoping that it can help the pioneer to make decisions.This article first does the summary research on the domestic and foreign enterpreneurial opportunity correlation theories and the enterpreneurial resources deployment correlation theories, and summarizes the related research between the enterpreneurial opportunity and the enterpreneurial resources relates. On this basis the paper gives the related concept, divides the enterpreneurial opportunity into the innovation and the market demand dimensions, and divides the opportunity to four kinds according to the innovation and the market demand, divides the pioneer resources talent into the apriority knowledge and the social network two aspects, and think that the science and technology enterprise has three essential resources, namely manpower, fund and technology. Based on this the paper constructs the pioneer resources talent to the enterpreneurial opportunity choice influence model, the opportunity type and the resources deployment structural relation model, and proposed the following six suppositions: Proposition 1a: prior knowledge of entrepreneurs is positive relative to the opportunity recognition.Proposition 1b: social networks of entrepreneurs is positive relative to the opportunity recognition.Proposition 2a: The opportunities of low innovative and small market demand tend to choose the poor-based resource Configuration.Proposition 2b: The opportunities of low innovative and high market demand opportunities tend to choose the human-based resource Configuration.Proposition 2c: The opportunities of high innovative and small market demand tend to choose the technology-based resource Configuration.Proposition 2 d: The opportunities of high innovativeand and market demand tend to choose the rich-based resource Configuration.In the empirical research part, The measurement instruments are designed base on previous study, combined with the actual characteristics of this investigation., and the questionnaire survey is used to collect data. We choose the high-tech firm in Changchun City,jilin City,tonghua City,xiameng City as the sample. We use factor analysis, correlation analysis, regression analysis, cluster analysis, analysis of variance, the corresponding analysis to analysis the data, and test the hypotheses.The results of empirical research show that all six hypotheses are supported.The limitations of our study may provide ideas for extension and improvement.This paper summarizes the conclusions and gives the prospective research directions as follows:For the first one,enviroment may Influence on both the recognition of opportunity and the construction of resources.By studying the effect of different environment types and characteristics on entrepreneurial opportunity and resources choice.entrepreneurs will find the directions how to chose opportunity and make effective resouces strategy.Second,since in this paper we have focused almost exclusively on high-tech enterprise , and some method oneself have limitation. A deeper analysis and more samples is needed of other researchers.By doing this, the conclusions would have both the theory significance and the practical significance.The last one, we suggested that accompany the recognition of opportunity, Resources deployment is a dynamic process.The firms might attempt to identify and transform the most appropriate aspects of their operations to mimic the conditions of stabilit and complexity ,as this would present them with opportunities to create unique resources.In-depth qualitative studies will be requred to better understand the constructs and mechanisms by excavation the dynamic process of opportunity recognition and resources creation.
