The development of oil industry plays a vital role on China's industry and the entire national economy development. In China's petroleum industry, developing circular economy has become the only way to resolve the bottleneck of oil industry development. Its significance lies in the comprehensive utilization of resources not only can reduce the pressure on scarce resources and improve environment, but also can provide energy security for the sustainable development of national economy.Therefore, how to assess the development level and trend of oil industry circular economy has become an important issue of oil industry circular economy development study. In the oil industry, in the way that establishing a scientific and complete circular economy evaluation index system, we can use certain method to evaluate and forecast the development of circular economy, identify existing problems, correct development direction and raise the level of China's oil industry circular economy development.Currently, domestic scholars have done a lot of researches on evaluation index system. Relevant state ministries and commissions have been promulgated circular economy evaluation index system of social and industrial parks lays. It provides theoretical basis for establishing circular economy evaluation index system in oil industry.Based on the theoretical study of circular economy evaluation index system, the paper analyzes the industrial chain characteristics of oil industry. Moreover, it analyzes the circular economy development characteristics of each production process in oil industrial chain from the perspective such as resources consumption, resource recycling and pollutant emissions,which can provide theoretical basis for circular economy comprehensive evaluation of oil industry.(1)resource consumption●Energy consumption processes not only include each production process in upstream business such as drilling system, oil extraction system, gathering and transportation system, but also include the petroleum refining system and machining processing system in downstream business.●Water resources consumption processes include the oil extraction fresh water consumption in upstream business and the petroleum refining fresh water consumption in downstream business.(2)resources recycling The object of resources recycling not only include oil drilling mud, associated gas, oil extraction waste water, ground crude oil, heat recovery of oilfield wastewater, which produced in upstream business, but also include oil sludge and oil refining wastewater which produced in downstream business.(3)pollutant emissionsPollutant emissions is divided into solid waste, wastewater , exhaust gas :solid waste include oil drilling mud and oil sludge; wastewater include oil refining wastewater, chemical oxygen demand, petroleum, etc.; exhaust gas include sulfur dioxide, odor pollution and volatile hydroxybenzene,etc.Based on the above analysis, the principles and characteristics of circular economy evaluation index system, the paper advances the framework of oil industry circular economy evaluation index system. As shown in following Fig. The oil industry circular comprehensive economy evaluation index system is divided into target lay, rule lay and index lay. Target lay is the comprehensive evaluation of oil industry circular economy. Rule lay is divided into resources output index, resources consumption index, resources recycling index, and pollutant emissions index. Index lay include 23 indexes, such as main mineral resources output rate, energy consumption of ultimate oil produced, energy consumption of chemical production added value, etc.Based on the circular economy comprehensive evaluation index system, this paper introduces Analytic hierarchy process—Regular mathematics evaluation method to assess the circular economy development of oil industry.(1)Analytic hierarchy process used to determine the indexes weight. It can determine the importance of indexes to the whole system by the following steps: establishing hierarchical structure model, constructing judgement matrix, level simple sequence, consistency test and hierarchial population ordering.(2)Regular mathematics evaluation method used to deal with and evaluate the original data. This paper divides the evaluate indexes into "development" and "limited" categories, uses different standardization formula dealing with the original data, and introduce classification model to evaluate the processed data. Formula as following: Based on the above study, this paper selects the Daqing Petroleum Administration Bureau as an example, to evaluate the circular economy development. Collecting a large number of original Daqing Petroleum Administration Bureau circular economy data, the paper introduces Analytic hierarchy process—Regular mathematics evaluation method to evaluation its circular economy development level. The calculated value is 0.59, between 0.5 and 0.7 which means an economic model change from traditional economy to circular economy. It can be known that the Daqing Petroleum Administration Bureau circular economy development is still in early stages. Because of the current development status, the Daqing Petroleum Administration Bureau should take some following countermeasures: pushing cleaner production mode, speeding up product upgrading and technological innovation, vigorously promoting energy conservation and water reuse, accelerating structural adjustment, changing growth way, eliminating the unenlightened technology, and vigorously promoting the circular economy conception.Based on the domestic and international review of circular economy evaluation index system, this paper analyzes each production process from the perspective of oil industry circular economy development which involve several major aspects of circular economy development, such as resources consumption, resources recycling and pollutant emissions. This paper tries to establish a scientific oil industry circular economy evaluation index system, and introduces Analytic hierarchy process—Regular mathematics evaluation method to assess the circular economy development of oil industry. Finally, the paper selects the Daqing Petroleum Administration Bureau as an example to evaluate the circular economy development level, and advance some countermeasure which I hope can promote China's oil industry circular economy development.
