This article use the elementary theory system of modern personnel management, through Comparison of the personnel organization, the personnel appointment, the personnel inspection, the personnel training and promotion, the salary ,the welfare , the rewards and the punishment mechanism of the new and old customs in Qing Dynasty, attempts to analyze the success or failure reason about the new and old customs in Qing Dynasty from the personnel management systems.The full text mainly divides into seven parts:The introduction narrated the origin of the selected topic, recollect and the analysis domain scholarly research achievement, points out the design and the frame of this article.First chapter has analyzed the new and old customs' organization, and has carried on the contrast and the theory subtotal.Second chapter narrated selection and the personnel appointment mechanism of the new and old customs ,carried on the contrast analysis and gives the subtotal.Third chapter carries on the Comparison of the new and old customs'inspection mechanism, points out the superiority of the new custom from each angle.The fourth chapter has contrasted and analyzed the training and the promotion mechanism of the new and old costoms, revealed the flaw of theses aspects in old costom.Fifth chapter analysis and contrasts the new and old customs from the salary, the welfare, the rewards and punishment angles, tells the difference and gives the result.The summary commands the full text to draw the conclusion: Should give system more attention.
