Research On Special Equipment Safety Supervision Mode In Using Stage

Along with the fast economic development in our county, the quantities of special equipment are increasing annually. As an important society production material, the special equipment plays an important role in each trade. It is well known that we call it special equipment just because it differs from the normal production equipment and it involves high risks and is prone to accidents. It will display the needed functions only after being manufactured, installed, and put into actual use. Thus, it obtains its specific risks.In order to safeguard the using stage of the special equipment, reduce the various accidents, our country implement the omni-directional safety supervision in the entire using process. In the seven stages of the safety supervision, the using stage is the core part, and the other stages just serve for it. Once an accident occurs in the using stage, people's lives and properties will suffer serious damages and will thus affect society, which will in turn hinder the normal developments of the country's economy. Therefore, safety supervision in the using stage will affect the stability of society and its retainable economic development. So we should ensure the safety of special equipment to construct harmonious society, enhance its stability and economic development, thereby making the most of the special equipment works.This research is on the safety supervision mode of the special equipment in using stage, and is oriented on enhancing the effectiveness of the safety supervision work. Based on the materials through investigations and studies, with the method of systematic comparison, this paper firstly analyzes the theoretical basis of the safety supervision of the special equipment from the angles which is public crisis management, and so on. Secondly, compared with the foreign safety supervision of special equipment's development history, studying the present domestic safety supervision work, and according to the work's development tendency, this paper analyzes the problems and contradictions in current work. Lastly, in line with the effective safety supervision's basic principles, the"3+1"mode is proposed whose main content is: the government manages it comprehensively, and authorizes the testing organization doing the safety examination and surveillance inspection jobs. This paper analyzes the bare bone of this mode in detail, including organization establishment, function adjustment, achievement examination and critique, and scientific safety supervision skills. Simultaneously, the paper lists some exterior restraints, such as the government supervision and managing, information publication, society supervision. Therefore, the paper offers beneficial reference to the reform and development of our country's special equipment's safety supervision mode in using stage.
