The Study On Green Input-output Accounting Of Hebei Iron And Steel Industry

The iron and steel industry is the backbone industry in Hebei province. It is also a industry with highly consuming energy and seriously polluting .How to make the steel industry in Hebei Province reduce cost, increase interior benefit and at the same time, decrease the resource consuming and wasting, reduce the environment polluting in order to increase exterior benefit and stick to the sustainable way is a problem resolved imminently. There are two serious disfigurements in traditional economic accounting system. One is neglecting the decrease of natural resource, the other is neglecting the decline of environment quality. Professor Leiming of Peking University inducted the method of input-output into the accounting system of synthetical environment and economics, and put forward the green input-output accounting theory, which makes up the deficiency of traditional economic accounting. On the basis of the green input-output accounting theory put forward by Professor Leiming, combining with the steel industry actuality on environment, economy and statistic, the paper brings forward setting up green input-output accounting on steel industry in Hebei province.In this paper, reviewed the research history and present on green input-output accounting in homeland and oversea, concretely introduced green accounting theory and input-output method used in green input-output accounting, combined the sustainable development situation of steel industry in Hebei province, put forward that green input-output account on steel industry in Hebei province can effectively promote Hebei province's steel industry to sustainable develop, devising the green input-output table of steel industry in Hebei province and introducing the method of designing the table. The paper discusses the application of green input-output accounting of steel industry in Hebei province. On the basis of introducing application analysis, we put forward the method of application analysis.The paper insists on linking theory with practice, adopts the research method of input-output and discusses the application of green input-output accounting on steel industry in Hebei province; working out the green input-output table of steel industry in Hebei province and putting forward the route of application analysis of this table that we account some basic data, then analyze the accounting result in order to decide on how to make use of resource, the method of pollution emission and pollution control ,and adjustment of industry structure. These are the mainly innovations in this paper. The paper's research results are significant in theory and practice for the economic research on steel industry in Hebei province. It makes up the defence in sustainable development of economic account and promotes the quantitative research on the steel industry's sustainable development in Hebei province.
