Engineering cost consultation enterprises are those industries that offer service for engineering project. Despite their fast development in China, the small size and weak competitive power put most of the Chinese enterprises at a disadvantage, compared to their foreign counterparts. As the transition period of the consultation industry comes to the end after China joined WTO, the industry barrier in China gradually lessons, and to break into Chinese market, inevitably, the foreign enterprises will make use their advantages in capital, technology, management, talents, service, and reputation; on the other hand, the enterprises in China will have more opportunities in the internal market, and enjoy the same favor with the other members of WTO. In such situation, facing both challenges and opportunities, the engineering cost consultation enterprises should find their position, develop their competitive power, to survive and more importantly, to develop.Currently, there are two research approaches to the analysis of the competitiveness of engineering cost consultation enterprises: the traditional quantitative analysis, such as Porter Competitiveness analysis and SWOT analysis etc., and the combination of the quantitative and qualitative analysis. An agreement has been reached about the latter, but further research and development is still required.Based on the developing process of the engineering cost consultation enterprises in China, the thesis starts form the definition, features of enterprises competitiveness and the relationship between the enterprise development and competitiveness cultivation, analyzes the internal and external factors of competitiveness of engineering cost consultation enterprises, and adopts analytical hierarchy process to establish the analysis model. Finally, through analysis of the questionnaires distributed to the management, experts, and professionals, and of the index weights influencing the engineering cost consultation enterprises, taking Shandong as the example, it has been concluded that the development of human resources , market service capacity ,manage capacity , technology and knowledge innovation are the major factors influencing the competitiveness of the engineering cost consultation industry. As result, the strategies to promote competitiveness and speed up development have been proposed.Up to the present, there is still no regular index for quantitative analysis in competitiveness of the engineering cost industry. This thesis probes into an approach to combine the quantitative analysis with qualitative analysis in evaluating the competitive advantages of the engineering cost consultation industry, and may be helpful for the establishment of the regular analysis system, and development of engineering cost consultation enterprises. In conclusion, this thesis is practical for the engineering cost consultation enterprises to analysis their competitive advantages and improve their efficiency.
