The Research Of The Environmental Logistics Based On Circular Economic Theory

In the current resources-lacking society, developing recycling economy and constructing the economy society is especially important and urgent. As the effective practical mode that international community propels sustainable development, recycling economy emphasizes on utilizing resources effectively and protecting environment, which represents as economic increasing mode of " resources-products-recycling resources".It aims at "minimizing the dirty discharge, recycling the waste , and treating the waste harmlessly" in order to gain the most economic and environmental benefits with the lowest cost and least waste.The proposal of recycling economic theory requests enterprises to change the traditional logistics actions which consume massive energy, fuel and get rid of the noise and the waste gas pollution. This article has introduced the concept of the environmental logistics. In the development of modern logistics , environmental protection must be taken in to consideration firstly. Environmental protection-oriented improvement of logistics system is necessary, to say, to form an logistics management and environment symbiotic system is necessary. This kind of the logistics management system is based on the sustainable development of global environment. Change original unilateral relationships between logistics and development, logistics and consumption. While protecting environment from harmfulness, logistics system which can promote the economy and consumption's healthy development should be formed , and that's environmental logistics. Therefore , the modern logistics management emphasize on the overall situation ,the long-term benefit, and the overall attention on environmental protection, which reflect the enterprises' " green" image. Modern logistics management is the foundation and powerful tool of recycling economy development, as well as a new logistics management tendency.This paper firstly analyzed the related theory of recycling economy and environmental logistics , including the foundation of the recycling economy, its main modes ,the meaning and the characteristics of environmental logistics, and the interrelation of circular economy and environmental logistics. Then, this paper presented the necessity and inevitability of benefiting environmental logistics and the implement mechanism of benefiting environmental logistics. Finally, it pointed out three aspects which should be paid attention to in developing the environmental logistics:(1) microscopic: The establishment of the enterprise environmental logistics system. By analyzing variety of logistics elements, the author analyzed in detail the establishment of the enterprise environmental logistics system.(2) observes: The establishment of the green supply chains system; By analyzing the symbiotic and mutual beneficial relationship among enterprises, the author proposed that conversing logistics should be developed, the supplying chains should be extended. The model structure of green supplying chains were given in the paper.(3) macroscopic: The effect of government on the environmental logistics system management and its development. The current situation, problems of environmentallogistics development in China were finally analyzed, and suggestions on policy were put forward as well.
