Analysis Of The Obstacles To The Spread Of Agricultural Policies And Countermeasures

At the beginning of the 2007 New Year, a document about modern agriculture and construction of Socialism New Rural was formally announced by the Central Committee of the C.PC and the State Council. It was the fourth year that the No. 1 document of the Central Committee referred to issues of agriculture, countryside and farmers since the last time of 18 years ago, fully reflecting the strategic meaning of the issues as the most important duties for the central government. Recent years, the issue of agriculture,rural and farmer have been the focus in the field of decision-making and academia, all of people discuss this issue, and providing the idea of it. It has been the vital moment during the new developing epoch in rural of China. In ordedr to settling dow the issue of agriculture,rural and farmer, the government take a series of countermeasures, such as innovation of the old system,innovation of the tax system. The rural area of China have been step in a new age.Whereas, the promble of agriculture,rural and farmer is a huge and complex problem, the disobedient things often happen during the executing policy. For example, allowance of foodstuff of the farmer was deducted; the local government make use of the farmland lawlessly. So, we have to consider: what lead to invalidation of these information? What kind of obstacle exist in the procedure of communiacation? What kind of method and countermeasure can we take to solve these problem?In this thesis, We will find out the solution from the view of communication. Atfirst, the paper analysed and summarized the communicational circumstance in rural of China, for we can know the general situation of rural information entironment. Secondly, the paper investigated the embody cause from correlative communication theory. Finally, the paper bring forward some countermeasures from the view of microcosmic and macroscopic, in order to eliminate the obstacle.
