The 21st century takes science and technology innovation as predominant of the world. Facing the challenge of the knowledge-based economy, all governments adjust competitively the public science and technology policy of their countries. Facing the development of the economy and society, the research contents of the public science and technology policy moved towards the broad domain from the pure technical policy which with the financial policy, the tax revenue preferential policy, the industrial development policy and so on. The core of public science and technology policy is the disposition that a social science and technology resources is depends on the market mechanism or by the central plan. How is the R&D development order of priority, by the public department burden, or bears by the folk department?The full text is divided into three chapters: Chapter 1 belongs to the elementary theory. There is a simple introduction about the related theories of a public science and technology policy .The importance of the public science and technology policy was mentioned. There is a brief analysis to the concept characteristics of the public science and technology policy. Chapter 2 is a core contents. There are some comparisons about the system and related contents and the mechanisms of the Chinese and Foreign public science and technology policy. On this foundation, the text analysis and summarize the characteristics of the public science and technology policy of our country. Point out existent problems of aspects of finance, revenue from tax, industry development and circulate etc. And put forward the homologous suggestion. Chapter 3 is a strategy analysis research. And Put forward development trend and strategy for it.Along with the continuously develop of the economy and society, public science and technology policies of all countries all take place the deep variety. This variety of public science and technology policy concentrate on R&D and macroscopic economic policy. The related laws also modifies constantly with the development of the situation. There are different characteristics of science and technology policy in the United States. During the war, the public science and technology policy of America then reduce to study the investment of the expenses to the military after war. On Current, the science and technology policy in the United States are mainly includes six aspects: promote science research, invest in the technique innovation, guarantee the national security, environmental protection, improve the health and adapt to the talented person. There are the Science and technology development strategies of Japan. After World War II, Japan adopt the advanced technique to beyond to advanced level in world. Japan pays attention to the choice very much while study and use Euro-American techniques. Emphasize to digest, absorb and innovation of this technique. Thus became the foundation of the Japanese high technique industry. The science and technique policy of Japan pays attention to the application study and creational research as root. Nowadays, the science and technology strategy of Japan are mainly includes: Strengthen the foundational and economic research; Increased the R&D investment of government; Improved the environment of science and technology development; Constructed the new research development system; Change the technological consciousness of all citizens. On Current, the science and technology developmental strategy of our country is: Emphasized the science and technology and the economical union, paid attention to application and promotion, enhanced the ability of independent innovation of the enterprise, and accelerated the high-tech industry.
