| Since the 1990s, HR outsourcing has experienced extensively and widely developing and practicing in enterprises in developed countries, and being adopted as an effective way of improving the enterprise's HR management, which is also the effective way of pushing HR management to be changed from functional strategy to strategic management.While there are so many issues in domestic HR Outsourcing Services (HROS) market, such as, unbalanced requirement levels, supply-demand relationship with imbalance, disorderly industrial competition, and outsourcing service providers operating in a non-normative and lack of expertise in the industry. Because of late start, rapid development, lack of development services practice and theoretical guidance, service providers and enterprise services are still a big gap between the demand and requirement. Therefore, from the perspective of outsourcing service providers in the HR Outsourcing services research is of great significance.In this paper, the relevant theory of Outsourcing and HRM were summarized; we analyzed the organizational structure, staffing and items of Shenyang Foreign Enterprises Service Company (SYFESCO) HR Outsourcing services. Concluded the basement and problems for the HROS projects through analyzing SYFESCO's competitor, the results of local demanding for HRO. According to the market investigation of demand analyzing to positioning the HRO for state-owned enterprise, private enterprise, listed companies and government / institutions, subsequently to complete the old service product and designing the new items.Demands for the development of the HRO market potential to enhance the competitiveness of enterprises, the customer guide program design, and the HRO service provider and the customer company, the HRO service provider and employees into the dual relationship of cooperation between maintaining focus. Finally, the implementation of the program from the optimization of the organizational structure and rational distribution of resources, improve the internal HRM, improve information support systems and cross-cultural management five organizations to make recommendations. |
