Recently, leading by the law of market-oriented economy as well as national macro-control policies, the industrial structure, scale and its competition mode of domestic construction and installation industry are being fast regulated, which will lead to form new competition pattern of domestic construction and installation industry that is oriented by market and its level is clarified demarcated. The Second Construction Corporation of CNPC (SCC) is facing many external opportunities and threats in this environment. The essential of the SCC's success is that setting up a competitive strategy which makes use of these opportunities and its internal advantages, at the same time, avoids risks and overcomes its disadvantages. This paper aims at finding an optimal competitive strategy, makes a systematic study on internal and external environment of the SCC, and adopts analysis measure with macroscopic and microscopic, qualitative and quantitative interaction, which are based on general summarize of relative strategy management theory.Firstly, this paper analyses the external competitive environment of the SCC from three facets: macroscopic environment; domestic construction and installation industry analysis; industry competitive status, summarizes the external opportunities and threats of the SCC and concludes that level of using opportunities and avoiding threats of the SCC is higher than the average of the industry by the external factors evaluation matrix. Secondly, analyses the advantages and disadvantages based on the organize structure, human resources, equipments, technologies and financial status, we summarize, and concludes that the level of interior resources is lower than the average of the industry by the inner factors evaluation matrix. Furthermore, educes four competitive strategies through making SWOT analysis which is based on external opportunities and threats and internal advantages and disadvantages, and concludes the main focus and subsidiary differentiation competitive strategy by the relation matrix. At last, aiming at the competitive strategy of the SCC, this paper puts forward four practice measures: focus market expand, technologies innovation, project management innovation and plan of human resource of project manager, and brings forward to entirely control the costs in practice.
