Research On Railway Projects Bidding Assessment Method

Railway project is the one which early introduces in public bidding system. Practices in the past proves that public bidding invitation and bidding evaluation system indeed plays a significant role in railway project construction. However it also experiences a long way for development and still exits some phenomena which is not scientific and standardized. Moreover due to the unreasonable bidding evaluation system, it is not difficult to find out unfair competition, or strike deals between power and money. Therefore how to standardize bidding invitation and bidding evaluation process is a topic worth to research. Considering the existing phenomena in railway bidding invitation and evaluation system, this article takes Sha Ba railway line project as an example, combining writer's practical railway bidding management experience, analyses the main problems in this field. According to "Invitation and Submission of Bids Law of The People's Republic of China" and relevant laws and regulations, railway bidding evaluation method is given a deep analysis and discussion, and in terms of bids cost evaluation method, lowest quotation bids winning method as well as its evaluation method are taken as a special topic. Based on all the above analysis, reasonable proposal on evaluation method is put forward. Therefore this article will give an indication and can be taken as a reference for practical railway bidding invitation and evaluation work.
