Currently, the field of construction has entered the era of the Bill of Quantities(BOQ), but it does not reach the purposes that it is more conducive to competition and cost reduction from the effect of the tender after the implementation of the BOQ, and exposes many new problems, the treatment effect of government bidding regulators towards the problems is not ideal, this field is always present the phenomenon “The law is strong; but the outlaws are ten times stronger”. So the current development of more scientific evaluation methods seem more practically significant, and how to build a healthy, orderly and fair market environment is also a problem that the current urgent need to solve for the external construction administration department.By consulting the relevant literature in recent years, this text sorts out the problems, such as tenderer, bidder, government regulation, the evaluation methods and other aspects, exposed in the current bidding of our country. What’s more, it statistics the successful bid for the housing construction projects of one province in the field of the bid after implementing the Bill of Quantities and collates related data, on this basis, we introduce the concept of limit price deviation rate and analyze the price limit deviation rate according to the number of the successful bid by histograms, we can get that The price limit deviation rate distribution presents significantly positive skewness. And the price limit deviation rate presents similar distributions under different investment size, we can analyze that more than 90% of the projec’s price limit deviation rate t is less than 3%. The conclusion that the price limit deviation rate is small is contrary to the normal distribution, so the current market situation is clearly incompatible with the convention. Then analyze the causes of this phenomenon: on the one hand, there are many serious flaws in comprehensive evaluation method under the BOQ and the total tender offer is not as evaluation index; on the other hand, the bidding market exists together-conspired bidding and contacting bid and violations of laws such as greatly depress the tender control price. This phenomenon will not only lead to serious economic losses of the tender, but also seriously jeopardize the legitimate interests of the relevant market players, destroy fair and free competition order of bidding art and hinder the exerting of bidding competition mechanism function.For the current problems existing in the bidding field, if it can be solved effectively, we need to further improve the bidding of the evaluation system. The evaluation system should be able to cover the major part that can impact the evaluation results, this text presents a new evaluation system and it consists of four aspects, Construction Evaluation Methods System, Construction Information Platform System, Construction Credit Evaluation System, Construction Project Bid Evaluation Assurance System. Moreover, it makes further analysis and preparation for the contents of each system.
