The urbanization is the human society development objective law. But the urbanization while promotes the urban economy development and prosperous, also gave the general farmer's life to bring the unprecedented influence. Along with the urbanized fast advancement, more and more farmlands are taken over for the socio-economic development and the tendency become inevitably. Because land property right fuzzy, dual society economic structure, laws and regulations imperfect and so on reasons, the land-lost peasents at the same time also to lose the corresponding rights and interests. Land safeguard function vanishing, but land-lost peasents' social security system have not established. "No land, jobless, no social securty", lost-land peasents to be getting more and more, and many kinds of question and contradictory day by day intense. This already aroused the community widespread interest.The paper constitutes by four parts:The first part is an introduction. It gives the introduction of the research background, correlation literature summary and theory.In the second part, this part reasearchs the lost-land peasents's social security present situation in the course of urbanization and the reason which produced to the question has carried on the discussion.The third part analysis overseas land-levying system's procedure and the characteristic as well as domestic existing land-lost peasents' social security pattern merit and the flaw.The fourth part proposed the transition form land-lost peasents' social security system. It takes the lowest social security, the basic old-age insurance, the multiplex medical insurance and so on as the basic content. And this part also provides the suggestion about the corresponding coordinated sets of measures and the support measure.
