The urbanization is the human society development objective law. But the urbanization while promotes the urban economy development and prosperous, also gave the general farmer's life to bring the unprecedented influence. Along with the urbanized fast advancement, more and more farmlands are taken over for the socio-economic development and the tendency become inevitably. Because land property right fuzzy, dual society economic structure, laws and regulations imperfect and so on reasons, the land-lost peasents at the same time also to lose the corresponding rights and interests. Land safeguard function vanishing, but land-lost peasents' social security system have not established.
