This Paper is based on studying on how to build up the Recruitment Strategy based on Competency for modern enterprises by analyzing the Competency Theory, in order to resolving the problem of mismatching between the employee's capabilities and the enterprises' requirement.First, this Paper analyzed the outstanding difficulty during traditional recruitment, it is hard to employ a good employee who has potential to be the high-performed .This Paper puts forward the basic thinking that the Competency Theory could be a very good solution of this problem.Second, this Paper studies on related literatures and does basic analysis of Competency, from its origin to the development progress both abroad and domestic. It is significant to the development of Human Resource Management, which can be brought to a brand new area.Third, this Paper explains two Recruitment Policies based on Competency: 1. Job -analysis Policy based on Competency before recruitment ; 2. Selecting Policy based on competency during recruitment. There is a solid case study to introduce the detailed recruitment procedure based on Competency.At last, this Paper pus forward three strategic suggestions to the Recruitment based on Competency: 1. The enterprise shall build up a concept of recruitment based on competency; 2. The enterprise shall build up detailed recruitment procedure based on competency; 3. The enterprise shall adopt and develop the recruitment method based on competency.
