Ever since 1980s, the global flower industry has boomed up. It is characterized by speedy flower export, mass flower markets, grow-up in the developing countries etc. According to the developing strategy of Shanghai government, sustainable agricultural development aims at setting up production bases for green agriculture, green paradise and green homeland, linking both the overseas and inland of China. The emphasis would be on the forestry, flower, fruits, distinctive aquaculture, tourism agriculture and so on. In the recent years, the flower industry of Shanghai expanded greatly, and lots of flower production bases and dragon enterprises were set up. Shanghai is not only the largest flower market, but also the second largest production base in China.This paper investigated into and analyzed the history and status quo of flower production, sale, marketing and entrepreneurial operational pattern in Shanghai. It also compared the case of Shanghai with that of domestic and abroad, in order to draw out reasonable suggestions for Shanghai flower industry.Over the years Shanghai flower has made remarkable progress. However, flower industry in Shanghai is still underway. The main problems are distinguished as: (1) lack of industrial organizational system, (2) lack of powerful scientific and technological supporting system, (3) underdeveloped market; (4) lag-behind of service system; (5) proper policy-making and implementation to ensure the flower industry development.With the forth coming 2010 World EXPO, Shanghai would take this opportunity and actively facilitate flower industry. This paper, by defining flower industrialization, brings forth the following suggestions: to take full advantage of the regional advantage, and to establish the organizational system; to integrate the flower production, research and teaching; to improve the flower marketing strategy; to facilitate and improve flower service system, to seek for more governmental support and set flower-related legal system.
